f. <br /> A <br /> ' Mitigation Measure <br /> j <br /> None required. <br /> Impact PS-3: Increased Potential for Hazardous Material Spills <br /> F" <br /> Expansion of the airport and associated development would result in the increased storage <br /> and use of hazardous materials at the project site, which would result in the increased potential for <br /> hazardous materials spills to occur. However, any business that uses or stores hazardous materials <br /> ' on the airport property would be required to file a Hazardous Materials Management Plan with the <br /> Office of Emergency Services. Also, the MFD and the San Joaquin County Offices of Emergency <br /> Service typically respond to hazardous materials spills (Reinard W. Brandley, Consulting Airport <br /> Engineer 1997). <br /> The use and storage of hazardous materials on the project site could be slightly greater under <br /> 2015 proposed project conditions with Phase 2 interchange improvements than under Phase 1 <br /> because,under Phase 2, additional land would be developed in urbanized uses. However, because <br /> the use of hazardous materials at the project site would be regulated, the proposed project is not <br /> F expected to pose a hazard to people, plants, or animals under either phase. Therefore, this impact <br /> is considered less than significant under both Phases 1 and 2 interchange conditions. <br /> �i <br /> Mitigation Measure <br /> None required. <br /> Impact PS-4: Increased Demand for Water <br /> The proposed project would result in a total demand (including the existing demand) for <br /> 801,300 gallons per day (gpd) of water under 2015 conditions with the Phase 1 interchange <br /> improvements and 867,500 gpd under project conditions with Phase 2 improvements. Under the <br /> terms of the Southern Water System Operation & Maintenance (SWSO" agreement ratified by the <br /> City of Stockton and the County in June 1989 and amended in June 1992, The the City of Stockton <br /> . } has eentraeted with the airport to will provide up to 1.4 million gpd for anticipated future <br /> development of the airport. To meet the demands of the project, the City has initiated an update to <br /> the South Stockton Water System Master Plan. It is anticipated that at least one new well in the <br /> project area and construction of the South Stockton Aqueduct from the Stockton East Water District <br /> treatment plant will be required to meet the demands of the proposed project. Adoption and <br /> implementation of the water system master plan will ensure that water can be provided and that <br /> { ; potential adverse impacts related to salinity intrusion and movement of the contaminated <br /> Stockton Metropolitan Airport Project Chapter!0.
