Because the SJVUAPCD <br /> emission threshold for NO,, would be exceeded, the cumulative impact related to NO, would be <br /> significant. Mitigation Measure AQ-2 will help reduce this impact, but not to a less than significant <br /> level. This cumulative impact is therefore significant and unavoidable. Impacts related to ROG and <br /> PM 10 would be less than significant. <br /> �k <br /> Noise <br /> The cumulative traffic noise analysis conducted for this. report is based on the traffic <br /> assumptions identified in the "Transportation and Circulation" section above. Table 13-7 shows <br /> predicted traffic noise levels under cumulative conditions and provides a comparison to existing <br /> conditions. Significant cumulative traffic noise impacts are considered to occur at residential <br /> locations where the predicted traffic noise level exceeds 65 dB-Ldn and a substantial traffic noise <br /> increase(i.e., at least 5 dB) would occur as compared to existing conditions. Significant cumulative <br /> traffic noise impacts would occur along Airport Way both north and south of the airport and along <br /> SR 99 north of Arch-Airport Road. <br /> Under cumulative conditions the total number of annual aircraft operations is anticipated to <br /> be about 17% greater than 2015 project conditions with most of the increase coming from <br /> r commercial and general aviation operations. This corresponds to less than approximately a 1-dB <br /> increase in aircraft noise over 2015 project conditions. Because of the reduction in large or noisy <br /> military aircraft and the projected change in the air carrier fleet mix to quieter aircraft under <br /> cumulative conditions, aircraft operations under cumulative conditions are expected to produce noise <br /> that is less than existing conditions. Cumulative aircraft noise impacts are not anticipated to occur. <br /> However, aircraft noise will contribute to the significant cumulative traffic noise impacts discussed <br /> above. <br /> Public Services and Utilities <br /> Cumulative development in Stockton would result in an inadequate supply of surface water <br /> to serve long-term projected growth. The significance of this impact is considered to be unknown <br /> because, although water from other sources, such as the New Melones Dam, is likely to be available <br /> as a long-term interim supply to serve cumulative development, this supply could decrease in the <br /> future because the ultimate water rights from these sources belong to upstream users in Calaveras <br /> and Stanislaus Counties (Michael Paoli and Associates 1989b). <br /> Cumulative development in Stockton could also result in the potential to overload the <br /> wastewater collection and treatment system leading to possible overflows and backups in the <br /> collection system and exceedance of the capacity of the treatment plant (Michael Paoli and <br /> Associates 1989b). To mitigate this potentially significant impact to a less-than-significant level, <br /> the City adopted a mitigation measure that requires that new development provide and/or contribute <br /> Stock-ton Metropolitan Airport Master Plan Chapter 13.
