r) n <br /> toward the provision of wastewater collection and treatment facilities as provided for in the City's <br /> wastewater collection and treatment master plans. <br /> Growth and development in Stockton as provided for by the City's General Plan will increase <br /> the amount of solid waste generated to such an extent that the City's Austin Road Landfill will need <br /> to be expanded or a new landfill site established. This impact is considered significant (Michael <br /> Paoli and Associates 1989b). To reduce this impact to a less-than-significant level, the City adopted <br /> a General Plan policy that supports the City's intent to provide additional landfill capacity to serve <br /> the remainder of the General Plan planning period to the year 2010. The City also adopted a measure <br /> that calls for the collection of user fees and the use of other funding sources for the purpose of <br /> funding the acquisition of land for the expansion of the Austin Road Landfill, in accordance with <br /> the City's fee schedule. Solid waste from the proposed project will be taken to County landfills and <br /> not to the Austin Road Landfill. <br /> sThe City has contracted with the airport to handle up to 1.3 million gpd of effluent generated <br /> at the airport and to provide up to 1.4 million gpd of water. Development of an additional 40 acres <br /> on the airport property under cumulative conditions would incrementally contribute to the <br /> cumulative water and wastewater impacts identified above. The airport property is expected to <br /> generate a demand for 993,600 gpd of water and to generate 983,600 gpd of wastewater under <br /> cumulative conditions (Reinard Brandley, Consulting Airport Engineer 1997). Therefore, the <br /> cumulative demand for water service and wastewater treatment at the airport can be met. <br /> Several potential locations exist for additional water hookups to the airport. Twelve-inch <br /> diameter lines are located at Qantas Lane, Giannecchini Lane, Pock Lane, Alitalia Avenue, and <br /> Airport Way. Wastewater is handled by a 21-inch diameter line that crosses the middle of the airport <br /> north of the runway. This line ties into an existing 35-inch diameter line located along Alitalia <br /> Avenue between Airport Way and Pock Lane. Specific hookup locations and line capacities for water <br /> and wastewater services,which will be needed as the project site is developed, have not been <br /> identified. Under the agreement with the City, the City would be required to expand the water <br /> distribution and wastewater collection facilities to provide the water and wastewater capacities <br /> identified above. <br /> The proposed project is expected to generate 53.30 tpd of solid waste with cumulative <br /> development. Solid waste generated at the airport will be disposed of at County landfills, and <br /> therefore, will not affect capacity at the City's Austin Road landfill. The County landfills have <br /> adequate capacity to accommodate cumulative development at the airport. <br /> Cultural Resources <br /> Cumulative development in future growth areas could result in the disturbance of <br /> undiscovered cultural resources as a result of construction activities. This impact is considered to <br /> be significant (Michael Paoli and Associates 1989b).
