DIVISION III. FINANCIAL PLAN <br /> CHAPTER 11. DEVELOPMENT SCHEDULE <br /> The development schedule of significant portions of the proposed plan will be a function of <br /> demand. Many of the features will not be developed or constructed until the demand for the <br /> facility has been clearly demonstrated. For example, the requirement for a new terminal will not <br /> be developed until a low-fare airline opens operation at the Stockton Metropolitan Airport. <br /> Shortly after this airline becomes established it will be necessary to construct the new terminal <br /> facilities. <br /> The development of air cargo facilities will not occur until the demand has been established. <br /> p <br /> Some addition to the air cargo ramp in the Farmington Fresh facility should be constructed as <br /> soon as possible to accommodate proposed additions to Farmington Fresh operations and other <br /> air cargo operations in the area. <br /> The commercial./industrial development, including roads and utilities, will only be developed as <br /> the area is leased and developed for the special use. <br /> Rehabilitation and upgrading of existing facilities should be accomplished as soon as funding <br /> becomes available. This includes construction of the extensions to Runway 11 L-29R; installation <br /> of centerline and touchdown zone Iights to provide a Category II/III operational facility; <br /> overlaying of Runway 11L-29R; the strengthening overlay of existing taxiways and general <br /> aviation aprons; and the construction of the North Parallel Taxiway and adequate cross taxiway <br /> connections to serve the north cargo airline area. The Overall Drainage Plan should be <br /> implemented at the earliest possible time. Construction of the relocated parallel runway and <br /> taxiway can be delayed until operations increase to the point that this facility is required, which <br /> is expected to occur shortly after major airline operations return to Stockton. <br /> The development of a new interchange at Arch Road and Highway 99 together with the <br /> upgrading and extension of Arch Road to Interstate 5 should be scheduled as early as possible. <br /> This work will be accomplished in cooperation with the City of Stockton, County of San Joaquin, <br /> and State of California Department of Transportation (CalTrans). <br /> 114 <br />
