l
. will be "D" or better. State Route 99, regardless of development, will require significant
upgrading to meet Level of Service "D".
D. Air Quality
Implementation of the proposed project would contribute to unavoidable air
quality 4
impacts such as ozone precursors and PM 10 emissions that have been identified as a
significant and unavoidable cumulative impact in the General Plan Environmental Report.
E. Water Quality
The direct drainage and water quality impacts of the proposed project are less than
significant or can be mitigated to a less than significant level. All urban and industrial '
pollutants will be kept out of the storm drainage system and handled as required by local
4
ordinances. There is some risk of water quality deterioration due to fuel spills and
accumulations of oil on airfield pavements. Provision is made to install oil/water
separators and/or water detention areas with oil-absorbing facilities if it becomes
necessary.
F. Public Parks, Wildlife Refuge, etc.
l : There are.no public parks, wildlife or other refuges within the airport area of influence.
G. Historic Architectural Archaeological and Cultural Resources
Cultural resources studies prepared by Peak and Associates showed that there were two
areas where Native American artifacts were encountered at the ground surface. These
areas were explored in detail by excavation and no artifacts were found below the surface,
indicating that these areas were not of significant importance.
F.' The only historic architectural .facilities left on the airport are the..remnants:of the flight
school developed during World War Il. The remnants from this facility have:either been.
removed, remodeled or are in such a state of disrepair that they'were.not'considered..to
be significant.
_..
. .H._ ,....,.Brotcc:Communrty. Flora and Fauna
i
Implementation of the proposed project will result in significant impacts,to vegetation and
wildlife. However, mitigation has been identified to reduce all impacts to.a .less than
significant level.
L, Wetlands
There are two areas of wetlands identified on-the project site - one is the existing Webers
Slough which has been relocated and the second are the seasonal swales that have
occurred adjacent to the old abandoned runway as a result of farming operations.
Measures to mitigate impacts to both of these areas have been identified.
