B. VEGETATION AND WILDLIFE <br /> B-1 Potentially Significant Impact: Loss of 2.65 Acres of Freshwater Marsh (Impact VW-D <br /> Development of the project will result in the loss of 2.65 acres of freshwater marsh in the channel <br /> of Weber Slough as a result of fill being placed in the existing channel. Both the slough and the <br /> associated marsh community are also considered suitable habitat for the giant garter snake <br /> (state and federally listed as threatened). <br /> Finding <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> • The Department of Aviation shall replace the acreage of wetland lost and its habitat <br /> functions and values using the relocated Weber Slough as described in Appendix D of <br /> the Final EIR (Stockton Airport Master Plan, Biological Resources Mitigation Monitoring <br /> Plan, 1997). <br /> • Obtain a Section 404 permit from the Army Corps of Engineers and enter into a <br /> streambed alteration agreement with the Department of Fish and Game (DFG) prior to <br /> any further activities in Weber Slough. <br /> • Initiate a Section 7 consultation with the U_ S. Fish and Wildlife Service. <br /> B-2 Potentially Significant Impact: Loss of 1.2 Acres of Seasonal„Pool Habitat (impact VW-3) <br /> Development of the project will result in the loss of 1.2 acres of vernal pools. <br /> Findin <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> • The Department of Aviation shall create seasonal pool replacement habitat on the site or <br /> provide off-site habitat creation and preservation. This creation and/or preservation shall <br /> be in accordance with Appendix D in the Final EIR. <br /> • Obtain a 404 permit from the Corps. <br /> • Initiate a Section 7 consultation with the U. S.
