The Department of Public Works shall determine the threshold for a substantial increase in the floodplain elevation. • Potential mitigation measures include limiting the amount of new construction within the floodplain. i� + The floodplain analysis and mitigation measures to avoid elevation of the maximum floodplain water surface shall be reviewed and approved by the Department of Public k I Works prior to issuance of grading permits.
