I • Obtain a Grading Permit from the San Joaquin County Building Inspection Division.
I
A-4 Potentially Significant Impact: Potential Increas in the 104-year Floodplain Elevation as a Result
of New Construction Within the Floodplain (Impact-DW-6)
Some areas within the project site are subject to flooding. Because new construction will
encroach on the 100-year floodplain, the floodplain elevation may potentially increase. The
degree to which this could occur was not determined during the EIR preparation because the
specific location and size of construction has not yet been determined.
I
d Fin_ding
Changes or alterations have been required in, or incorporated into, the project which avoid or
i substantially lessen the significant environmental effect as identified in the EIR.
i
i Statement of Fact
j This impact will be reduced by the following:
 II
j As part of the Special Purpose Plan that will be processed prior to subsequent
development, the Department of Aviation shall conduct a detailed floodplain analysis to
determine the effect of new construction within the 100-year floodplain or the 100-year
l floodplain elevation.
li In the event that proposed construction would result in a substantial increase in the
maximum floodplain water surface elevation, and to prevent new construction from
causing the water level to encroach into the freeboard space required by FEMA,
regulations shall be developed and implemented. The Department of Public Works shall
determine the threshold for a substantial increase in the floodplain elevation.
• Potential mitigation measures include limiting the amount of new construction within the
floodplain.
i
+ The floodplain analysis and mitigation measures to avoid elevation of the maximum
floodplain water surface shall be reviewed and approved by the Department of Public
k I Works prior to issuance of grading permits.
I
San Joaquin County ER-96-1, et al\Stockton Airport
f Community Development Page 27
II
ji
ij
j
` j
