The traffic study addendum,which was incorporated by reference into <br /> i the DEIR,identifies potential mitigation measures that would partially mitigate traffic impacts under <br /> cumulative conditions. For roadways, potential measures include construction of a new roadway <br /> Y � P y <br /> south of the proposed airport and parallel to Arch-Airport Road and widening of Airport Way south <br /> ,f of Charter Way to eight lanes. Potential improvements to intersections are summarized in Table 16 <br /> of the traffic study addendum (KASL 1998). Text has been added to page 13-4 of the DEIR and <br /> Table 13-4A has been added to the DEIR to reflect this information. All study area intersections can <br /> be mitigated to LOS D or better with the exception of intersections at Arch-Airport Road and <br /> M "B" Street and Airport Way and Eighth Street,which is almost 2 miles north of the project site. Both <br /> of these intersections have volume-to-capacity (V/C) ratios of 0.92, which are within 2% of a V/C <br /> of 90%,which would be LOS D. The cumulative analysis included increasing annual enplanements <br /> from 2 million to 4 million, adding 40 acres of commercial/industrial development at the airport, <br /> buildout of the City of Stockton General Plan, and development of a major theme park. <br /> An updated traffic analysis by Rajappan & Meyer prepared in conjunction with the State <br /> Route 991Arch Road interchange environmental documents assumed 85% buildout of the City of <br /> i <br /> Stockton General Plan.
