I� <br /> Because of the highly conservative nature of the assumptions built into the cumulative <br /> analysis of the airport project and the fact that the updated analysis for the State Route 99/Arch Road <br /> r interchange, which assumes 85%buildout of the City of Stockton General Plan, indicates that LOS <br /> 1 D can be maintained,it can be reasonably concluded that cumulative traffic impacts can be mitigated <br /> to LOS D 30(r better. The County acknowledges that many of the roadway improvements assumed <br /> to be in place during the planning period for the airport are currently unfunded. The specific analysis <br /> for these improvements is beyond the scope of the airport project and EIR. However, the County <br /> fully intends to participate in the evaluation and monitoring of traffic operating conditions at critical <br /> intersections. <br /> The Airport/County, developers, and/or successors-in-interest shall participate in their <br /> FJ proportionate share of the cost for appropriate mitigation measures to ensure operating conditions <br /> remain at LOS D or better as development occurs. This is consistent with Mitigation Measure T-1 <br /> of the DEIR.
