Approve the Negative Declaration; and <br /> 2. Approve Special Purpose Plan No. PA-02-38 based on the ability to make the <br /> "Basis for Special Purpose Plan"(Attachment"X), <br /> BACKGROUND: <br /> On October 31, 2000,°the San Joaquin County Board of Supervisors approved the-Stockton <br /> Metropolitan Airport Special Purpose Plan. The Special Purpose Plan contains9 uidelines and <br /> standards for development at the Stockton Metropolitan Airport, as well as an expedited project <br /> review process. All new development, as well'as changes in use from less intensive to more <br /> intensive, must be consistent with the Special Purpose Plan. <br /> The intent of the Airport Multi-Use General Plan designation and the AP-X (Airport Multi-Use)zone <br />+, is to provide for the establishment of'a variety of commercial and industrial land uses that are <br /> compatible with and supportive of airport operations on or adjacent to-the Stockton Metropolitan <br /> Airport property. <br />{ The objective of the adopted Special Purpose Plan is to ensure that the development areas and the <br /> F airport function together as a unified mixed-use development with a well defined"Personality'and a <br /> strong sense of place. <br /> The Special Purpose Plan is the matrix into which all components of development—'ranging from <br /> large segments such as the Airport East Business Park to individual buildings—will fit as the site is <br /> incrementallydeveloped ) vision to ensure a <br /> landscaping, and structural features willbe aesthetically harmonious appropriate eto#he rural . <br /> f.: <br /> agrarian character of South Stockton and to the opportunities and constraints associated with <br /> development surrounding a'metropolitan airport.
