i <br /> -2- <br /> on February 12, 2002, the County Board of Supervisors approved Development Title Text <br /> Amendment No.TA-01-7,which modified portions of Chapter 9-700 relative to the AP-X zone. This <br /> Text Amendment clarified the list of use types permitted in the' <br /> AP-X zone and what type of permit <br /> would be required. r <br /> The approximately 200-acre area known as Air Metro Park contains many existing structures and <br /> land uses and as a result presents different issues than the Community Development Department <br /> anticipates when implementing the Special Purpose Plan for new construction on the 550-acre <br /> "greenfield"Airport East site. While processing Improvement Plans for changes in uses in existing <br /> structures at Air Metro Park, and processing Improvement Plans for new structures at Air Metro <br /> Paris;it became apparent that some type of supplement or addendum to the adopted Special . <br /> Purpose Plan was necessary for projects within Air Metro Park. The intent of the Air Metro Park <br /> Addendum is to provide further clarity and direction for new development and changes in land use <br /> from less intensive to more intensive within the Air Metro Park! The guidelines and standards <br /> contained in the Air Metro Park Addendum have been tailored 1specifically for the needs of this area <br /> while conforming to the goals and objectives of the overall existing Special Purpose Plan. <br /> i� <br /> The Air Metro Park Addendum will apply only to the Air Metro Park development area and not to <br /> the other development areas at the Stockton Metropolitan Airport. <br /> REASON FOR RECOMMENDATION: h� <br /> E <br /> The specific objectives of the Air Metro Park Addendum are as follows: <br /> • Project a more positive image for Stockton Metropolitan Airport and the Air Metro business park <br /> area; _. <br /> a a more attractive choice to those wishing to locate job-generating i <br /> • Make the Air Metro Park area <br /> businesses; i <br /> • Enhance Development Standards to contribute to an it visual improvement in the <br /> area; and # <br /> • Coordinate public and private improvements to the area's streetscapes, entries, edges, and site <br /> frontages. <br /> The Development Standards and Design Guidelines contained in the Addendum can be seen as a <br /> "kit of parts" that will add up over time to produce positive [incremental changes. The enhanced' <br /> standards and guidelines will also contribute to a .more cohesive Air Metro Parte business <br /> community, as well as an enhanced image and value for the Stockton Metropolitan Airport. <br /> k <br /> The Air Metro Park Addendum does not propose to change the application approval process <br /> contained in the existing Special Purpose Plan. <br /> The existing Special Purpose Plan identified the following for functional development areas within <br /> the Stockton Metropolitan Airport: Airport East, Airport West, Airport South, and Air Metro Park. <br /> This Addendum will apply only to the Air Metro Park area, which is defined by Airport Way to the <br /> west,the California Army National Guard facility to the south, the Airport terminal area to the north, <br /> and the aircraft taxiway/runway area to the east. u „ <br /> Air Metro Park is divided into two sub-areas by an Airport maintained fence separating the Aircraft <br /> Operation Area (AOA), referred to as"inside the fence,"from a general development area, referred <br /> to as"outside the fence." <br />
