Approximatly 18,000 people reside in the unincorporated <br /> area within these boundaries. <br /> The Sheriff provides police protection to the residents of this <br /> area by attempting to field two deputies per shift, three shifts <br /> per twenty four hour period. In addition to regular patrol, the <br /> community of Linden is serviced by a day shift patrolperson, called <br /> a Community Car, dedicated to working in and around the Linden area. <br /> The County Board of Supervisors recently employed the firm of, Hughes, <br /> Heiss and Associates to analyze Sheriff's staffing and orginization <br /> as it relates to patrol. The study revealed that in area 2, we are able <br /> to field an average of only .68 deputies per shift. Community Cars <br /> were available 100% of the time during the period this study took place. <br /> ` The study also showed that the average response time to calls for <br /> service by regular patrol in area 2 was 14.49 minutes. Response time <br /> M by the Linden Community Car officer was 16.91 minutes. <br /> Hughes, Heiss and Associates recognized that response time is a measure- <br /> ment of the effectiveness of law enforcement services. They state, "The <br /> more rapidly a unit can respond, the greater the opportunity for suspect <br /> apprehension and/or citizen satisfaction with service delivery." <br />
