Relying on <br /> environmental data from the present General Plan is not adequate as some elements <br /> are 15 to 20 years old. Environmental work since then has been piece-meal and <br /> inadequate. The combination of more development and a vastly changed environment <br /> over the past years requires that additional close scrutiny be required for the <br /> Flor Project. <br /> 1. Agricultural Land The loss of 35 acres of prime farmland in the center of <br /> one of the largest, continuous blocks .of Class I soil in the world is under any <br /> termsuq ite significant. An EIR should study the effect of urbanization on <br /> farming practices within the region. Farming is effected by the deteriorating air <br /> quality, water quality, energy consumption, and increased transportation. As part <br /> of its consideration, the EIR should study the economic effects of the loss of <br /> agricultural land on this county. <br /> The EIR should look at the environmental issues raised by the Vision 2000 report <br /> and what that report has to say about the County and the economy of this County. <br /> In discussing this trend, it is important to remember that the EIR should look at <br /> how the environment is effected by the economic change. The ETR should study the <br /> { consequences of converting Linden and San Joaquin County into a bedroom community <br /> (without jobs) for those employed in the Bay Area and what effect this will have <br /> I. on quality of life, transportation, air quality, the job/housing imbalance and the <br /> F continued productivity of agricultural land. <br /> (1) <br />
