Minimum mitigations <br /> should include retiring development .rights of 2 acres for every 1 acre of comparable <br /> farmland lost. Ideally the development rights retired should be located on <br /> 4' parcels adjacent to the project. <br /> f <br /> 2. Already Approved Projects The EIR should study the fiscal and physical impacts <br /> of the Flor project on already existing and/or already approved residential, <br /> commercial, and industrial projects. The cumulative effect of all projects in <br /> San Joaquin County as Calaveras County impacts the environment at a very high rate <br /> which is presently unknown. -'Also, as you would assess the impact of a new regional <br /> shopping center on a downtown core area, the County must study the impact of new <br /> development on presently existing and/or already approved residential, commercial <br /> and industrial projects and their continued viability. <br /> One area of the study should be whether new projects will effect the ability of <br /> the already approved or existing residential, commercial and industrial projects, <br /> to provide the already promised high paying fobs which are sorely needed in the <br /> San Joaquin Valley. <br /> Further, if an industry like a farm is driven out of Linden or the County because <br /> of the placement of residential development on or next to it, and the employees <br /> now must travel to another area or county for jobs — this causes an increase in <br /> air pollution, energy consumption, travel, and the jobs/housing imbalance <br /> which should be discussed in the EIR. <br /> The EIR must adequately and honestly assess the present need for new residential <br /> subdivisions within Linden and within the County. The EIR study should not be <br /> limited to the Linden area, but include an analysis of all housing opportunities <br /> created by the seven (7) Cities and the County over the past five (5) years (both <br /> approved and under consideration). <br /> There is nothing in the State law which would prohibit the County from protecting <br /> the present residents and the presently approved and existing projects in the <br /> County, by changing our priorities from providing bedrooms to providing boardrooms! ! <br /> 3. Cumulative Impact The EIR must examine the cumulative impact of all past, <br /> present and potential future subdivisions and other projects within the seven Cities <br /> and the County. A cumulative impact analysis will give to the County, the Board <br /> of Supervisors and the residents, the knowledge of what the impacts of past, <br /> present and potential future projects will be on areas such as air quality, <br /> transportation, jobs/housing imbalance, schools, water, farmland, police protection and <br /> already approved residential, industrial and Commercial projects. <br /> To begin any kind of cumulative impact report the Eir should have, as a base, the <br /> following information: <br /> a. Number of subdivisions approved in the seven Cities and in the County in the <br /> County in the last five years. <br /> (2) <br />
