The total number of new industries coming into San Joaquin County and the <br /> seven Cities in the last .five years. <br /> k. The actual absorbtion rate of housing units built over the past five years. <br /> Further, it is important to remember that Stockton is in the process of studying <br /> an expansion to it's General Plan to add 10,800 new acres of land. And of course, <br /> the County is in the process of updating its general plan. It is important <br /> that the EIR study the proposed land uses in the updated and expanded General <br /> Plans. <br /> Using the above information, it is then somewhat easy for the EIR to study the <br /> cumulative effects all new developments, past, present, and potential will have <br /> on the aforementioned areas of concern. The foregoing will also give the Board <br /> t of Supervisors and the public an analysis of the need for additional housing <br /> i in Linden as well as within San Joaquin County. <br /> 4. Air Quality San Joaquin County is not in compliance with either the Federal <br /> or State Clean Air Acts. An EIR should address air quality deterioration as a <br /> primary or cumulative impact of the Flor project. Also, the EIR must consider <br /> the whole San Joaquin Air Basin and not just Linden or San Joaquin County. <br /> M <br /> r <br /> (3) <br />
