a
Peoples Organization for Land Preservation
Comments to SU-91-9
Cumulative Impact cont.
b. The number of subdivisions presently in the pipeline (completed application
::for development have been submitted to the planning departments of the
seven Cities and the County).
C. The number of housing units, single and multi-family which will be available
in the. subdivisions which were approved in the last five years in the seven
Cities and the County.
d. The number of additioonal housing units, sigle and multi-family, in the
pipeline.
e. The number of building permits for single family units taken out in the Last
five years (do an annual review for each of the last five years).
f. The number of building permitsfor multi-family units which have been taken
}, out in the last five years (do an annual review for each of the last five years).
g. Total number of building permits for sigle family units approved in the last
five years.
h. Do the same analysis for commercial and industrial projects.
i. The total number of new high paying jobs available in the Cities and County,
3 over the past five years.
F
j. The total number of new industries coming into San Joaquin County and the
seven Cities in the last .five years.
k. The actual absorbtion rate of housing units built over the past five years.
Further, it is important to remember that Stockton is in the process of studying
an expansion to it's General Plan to add 10,800 new acres of land. And of course,
the County is in the process of updating its general plan. It is important
that the EIR study the proposed land uses in the updated and expanded General
Plans.
Using the above information, it is then somewhat easy for the EIR to study the
cumulative effects all new developments, past, present, and potential will have
on the aforementioned areas of concern. The foregoing will also give the Board
t of Supervisors and the public an analysis of the need for additional housing
i in Linden as well as within San Joaquin County.
4. Air Quality San Joaquin County is not in compliance with either the Federal
or State Clean Air Acts. An EIR should address air quality deterioration as a
primary or cumulative impact of the Flor project. Also, the EIR must consider
the whole San Joaquin Air Basin and not just Linden or San Joaquin County.
M
r
(3)
