Peoples Organization for Land Preservation <br /> Comments to SU-91-9 <br /> Water can't. <br /> The EIR must examine the question of whether there is a water crisis facing the <br /> present residents in San Joaquin County, and if so, whether the Flor project will <br /> help or exacerbate that problem. Further, the EIR must study the long term <br /> effects of continued residential growth on the availability of water in San <br /> Joaquin County. <br /> Water discussions should also address the present water crisis caused by the 5 year <br /> drought. The farmer can stop planting crops if there is a drought. but what <br /> will the City do once the land is used for housing? The EIR must also study the <br /> attempts to restrict water service to the present residents, through mandatory <br /> conservation measures. In short, we must question the need for new residential <br /> development (like the Flor project) when there is not enough water for the present <br /> i residents? <br /> 5. Job /Housing Imbalance The EIR must address the continual problem of <br /> approving residential subdivisions designed for residents relocating from the Bay <br /> t Area and the impact these residential subdivisions (like the Flor project) <br /> �.' will have on the local job base,- in San Joaquin County. The Flor EIR should <br /> study the jobs/housing imbalance in the whole county and perhaps the region. <br /> The San Joaquin County Business Council's Vision 2000 report stated, "Just providing <br /> s. the housing will not bring the jobs to San Joaquin County". The Flor EIR should <br /> ' detail in particular how each proposed development, either singularly or in <br /> conjunction with other projects, will bring long term, high paying jobs to Linden, <br /> the County and the Valley. <br /> The decision makers must have adequate evidence that Linden and San Joaquin <br /> County is not being sold out for housing opportunities for Bay Area residents <br /> without the jobs that are so readily promised. There must be substantial evidence <br /> on the record that building houses will attract high paying jobs. <br /> 7. Transportation The Flor EIR should study the cumulative transportation <br /> problems of the Linden area and within all of San Joaquin County. The County <br /> must address the effect that projects like Flor will have on transportation'in <br /> Linden and the County. The decision makers must be made aware of the present <br /> infrastructure problems and how these problems effect the quality of life of <br /> those people presently living in Linden and San Joaquin County. <br /> Further, the Flor EIR must be concerned with the cumulative impact of all of <br /> the seven Cities and the County's development proposals and their impact on <br /> transportation within the County at large, as well as in adjoining regions. <br /> The EIR must determine if there is adequate and legal correlation between a <br /> proposed land use and the traffic circulation created by the Flor project. <br /> The Transportation Analysis for Flor Ranch and Villa_ Nova Developments prepared <br /> by Korve Engineering is flawed in its assessment of cumulative effects on <br /> transportation in the area.
