The bedroom communities is Calaveras County <br /> contribute greatly to the traffic congestion and risk of injury to people in <br /> the area. The Flor EIR must explore all of the out-of-County projects which <br /> may compound the impact of the Flor project. The Flor subdivision itself will <br /> add a growth factor of near 107. to the town of Linden, all of which will be <br /> i using these arteries daily. <br /> The EIR should address the economic hardship put upon the farming industry which <br /> will be forced to use alternate routes to bring valuable loads of produce to <br /> processors to avoid risk of damage from accidents on congested roads in the <br /> Linden area. <br /> The Korve Engineering report does not address the narrow streets of Linden and <br /> how they might carry the traffic when two cars cannot pass safely on Ione and <br /> Alfalfa Streets. Who will pay for the widening of those streets and how will <br /> it impact those residences which will lose their front yards and parking areas? <br /> The Korve Engineering report does not address the traffic jam that exist in <br /> front of the Linden Schools on Front Street which is supposed to carry the bulk <br /> of the traffic from the Flor project. The School District is discontinuing <br /> bus service to the children of Linden resulting in children walking to school <br /> on narrow crowded roads. To avoid this dangerous situation, parents will transport <br /> their children to school by car causing further congestion and risk of injury <br /> on roads to and from the school which are also the main thoroughfares of the <br /> i <br /> Flor project. <br /> The Flor EIR must also evaluate the current and projected capacities of the <br /> roads and highways in comparison to the present levels of service. The EIR <br /> should also examine the County's ability to permit additional development if <br /> the roads and highway system are inadequate. <br /> It is already known that the inadequate City and County roads plus increases <br /> in the number of communters to the Bay Area have resulted in more air pollution, <br /> increased energy consumption and an overall deterioration in the quality of <br /> life. The EIR must address these secondary impacts. <br /> 8. Schools The Flor EIR must include a determination of whether there is <br /> present capacity in the Linden School District attendance area which includes <br /> the Flor project. The developer of the Flor project has proposed a Mello-Roos <br /> district be formed to help alleviate the anticipated over--crowding in Linden <br /> Schools. The EIR should examine the adequacy of the School District's plan <br /> to provide space and curriculum for these new students using the $14,222 per <br /> unit fee. Will, in fact, the $14,222 fee produce the sum total of $1,958,000 <br /> as stated by the developer? Is it more likely that after bonds are discounted <br /> and sold, the fees paid on the legal services and brokerage and local jurisdiction <br /> administrative fees paid, the sum total will be substancially less? <br /> (6) <br />
