Sanitary Sewer The EIR must assess the further expansion of sewer ponds <br /> at the Linden County Water District facility on the Mormon Slough. Another <br /> five acres of prime farmland (not within the sphere of influence of Linden) <br /> will be lost to service the Flor project. This creates a sprawling satelite <br /> development complete with changes in land use designations which has never been <br /> addressed in any EIR concerning the Linden area. This secondary effect of the <br /> Flor project must be explored in terms of loss of prime farmland and growth <br /> inducement for the ponded area in surplus due to the expansion. That surplus <br /> ponding area could be used for other future projects. <br /> The developer states on page 2 of the Special Purpose Report that, The expansion <br /> of the ponds will be completed as Phase II is developed". Does that mean that <br /> all the ponds will not be built before the project is begun? The EIR should <br /> explore the possibility of the Flor project's using sewer pond capacity intended <br /> for other areas of the district designated commercial or industrial. We then <br /> must explore the secondary effects on loss of jobs due to the inability for <br /> those industrial areas to develop. <br /> 11. Storm Drain The Flor EIR should examine the continued use of on site <br /> ponds for storm drainage in Linden. As a regional drain facility is an integral <br /> part of another of the (Flor) developer's projects for Linden; we should examine <br /> the growth-inducement of the Flor project as it increases the necessity of that <br /> € regional facility. <br /> 12. Buffers The EIR for the Santos project (Mills Associates, September, <br /> 1988) also in Linden, recommended buffers to mitigate the close contact between <br /> the project and surrounding farmland. An EIR should explore various buffer <br /> methods.
