Peoples Organization for Land Preservation <br /> -Schools cont. <br /> The Flor EIR should also include a study of the, "State of the present educational <br /> delivery system of the Linden Schools within the Flor project site". The EIR <br /> should study the ability of the school district to adequately provide services <br /> to the present residents living in the Linden School District boundary. This <br /> study should include but not be limited to: <br /> 1) A study of the teacher/student ratio <br /> 2) A study of the monies available per student <br /> i <br /> 3) A study of each School's curriculum and how that curriculum meets the educational <br /> needs of handicapped, gifted and special student population <br /> 4) A study of the size of classes in the core areas of education <br /> 5) A study of the vocational training available in the school district <br /> 6) A study of crime on each campus within the district (including but not limited <br /> to assault and drug arrests) <br /> 7) The Linden School District's drop-out rate <br /> 8) A review of the Linden District's test scores (SAT, CAP, and Achievement Tests) <br /> 9) A study of college admissions (What per cent of students go on to four year <br /> colleges?) <br /> The EIR should then discuss the effect of the Flor development on the Linden <br /> District's ability to continue providing the above educational services. <br /> A <br /> 9. Crime And Police Protection First and foremost, the Flor EIR should assess <br /> the present crime problems as they effect the Sheriff's Department and surrounding <br /> law enforcement agencies. The EIR should concern itself with how allowing an <br /> increase increase of population in Linden will impact present crime statistics. <br /> The ETR should also determine what the County will do with a proposed project, <br /> if it cannot adequately protect the people who reside there. <br /> The Sheriff and the Deputy Association must be given the opportunity to honestly <br /> and accurately assess current police needs. Once the current police needs are <br /> established the ETR would then discuss the effect the Flor project will have <br /> on the ability of the Sheriff to meet those needs. <br /> Further, the EIR should include a study of the physical and fiscal impacts of <br /> increased population to San Joaquin County and how this relates to an increased <br /> need for police protection. . Each new police officer hired, requires that the <br /> s County provide_ additional District Attorneys, Public- Defenders, Judges and jails. <br /> The State's failure to pay for mandated programs has caused a deficit in the <br /> County and the EIR should determine how the County will cope under the burden <br /> of increased population and associated costs. <br /> (7) <br />
