F
December 11, 1990
Richard Larrouy
Associate Planner
San Joaquin County
Community Development Department
1810 East Hazelton
Stockton, CA 95205
RE: SII-91-9 24. 65 Acres into 9S Single-family
Residential Parcels
The San Joaquin County Air Pollution Control District has
reviewed the document file no. SU-91-9.
The District has the following comments and
recommendation:
1. San Joaquin County's air quality relative to National
Ambient Air Quality Standards set forth in the Clean Air
Act is as follows:
PM-10 - Non-attainment
CO - Non-attainment (for Stockton
Metropolitan Statistical Area only)
f Ozone - Non-attainment (possible SIP call area)
The California Clean Air Act, AB 2595, requires counties
which are designated as non--attainment to achieve a 5%
annual reduction in emissions until the standards are met.
2. The applicant should be aware of the PM-10 Rule and
the Indirect and Areawide Source Review Rule, both of
which are currently proposed by the District for adoption
in the near future. Both of these rules may affect the
applicant's project. A copy of these rules is available
upon written request to the District.
{ 3. Emissions generated during the construction process
are of some concern to the District. The attached dust
control practices shall be implemented if and when
construction takes place.
r
