SJC APCD
SU-91-9
December 11, 1990
Page 2
4
4 . It is the responsibility of the applicant to notify
the District in writing with respect to the actual date of
construction/grading one week prior to said activities.
+ The applicant should use file no. SU-91-9 in the
communication to the District and under the attention of
the planning section.
5. Projects shall designate a person or persons to
maintain adequate record keeping of mitigation measures,
if applicable for the Air Pollution Control District staff
in making scheduled or unscheduled inspections.
6. The District foresees a problem with Carbon Monoxide
and fine particular matter (PM-10) if the Project includes
the burning of wood in fireplaces and stoves. The new EPA
certified fireplace inserts have been shown in laboratory
with emissions of particulate matter ranging from 70% to
90% less than conventional stoves. Installation of EPA
certified fireplace inserts and stoves is recommended as a
mitigation measure for Carbon Monoxide and PM-10.
7. Due to San Joaquin County's current status of
rnon-attainment of the pollutants mentioned above suggested
mitigation measures such as bike paths, car-pooling
programs should be implemented by the applicant to
mitigated emissions from this proposed project.
The District appreciates the opportunity to comment on the
application. If you have any questions, please do not
hesitate to contact David Kwong (209) 468-3469.
Jogi Khanna, M.D. , M.P.H.
Air Pollution Control officer
t
Lakhmir Grewal, Director
Air Pollution Control District
TK\LG\DK
i
