ATTACHMNT E <br /> Mitigation Monitoring and Reporting Program <br /> Implementation of a mitigation monitoring or reporting program is required <br /> under CEQA whenever a public agency approves a project that may have a <br /> significant adverse effect on the environment and the agency requires modification of <br /> the project or implementation of mitigation measures to avoid or substantially lessen <br /> the adverse effects of the project. The requirement to prepare a mitigation <br /> monitoring or reporting program applies to projects for which either a mitigated <br /> negative declaration or environmental impact report has been prepared. The <br /> i objective of the program is to"ensure that the required modifications and/or mitigation <br /> measures are indeed implemented. <br /> Monitoring and reporting may be conducted by the lead agency (City of <br /> Stockton Community Development Department), or the agency may delegate its <br /> responsibility to another public agency or private entity that accepts the delegation. <br /> Nonetheless, the lead agency remains ultimately responsible for .ensuring that the <br /> mitigation measures are implemented in accordance. with-the_program. <br /> Tne mitigation monitonngprogram presented herein follows .the format <br /> established by the City cf Stoc>cton, and consists ofthree sections Thefirst <br /> sect,on <br /> p i a *42-A J <br /> 4' TM .P�S4 : <br /> prorndes a summary of ahe protect information:regarding ahe applicant and a key to <br /> abbreviations used elsewhere.in then4monitoring program The :second section <br /> presents the potentially significant impacts identified in the Expanded'Initial Study <br /> and Program EIR, recommended mitigation measures, the entities responsible for <br /> implementation of the measures, timing of mitigation measure-implementation, the <br /> monitoring product or action to be taken, the residual level of significance following <br /> implementation of the measures, and findings regarding implementation of the <br /> measures.
