Therefore, a negative declaration is appropriate <br /> from an air quality perspective. However, the handling and storage of mulch and other <br /> landscaping materials can generate fugitive dust emissions. As a result, the District <br /> recommends that the project applicant keep products that can generate dust either covered <br /> or sufficiently moist to avoid this potential. <br /> In addition, the construction phase of this project can generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> other related activities. As a result, this project is subject to District Regulation VIII (Fugitive <br /> Dust Prohibitions). The purpose of Regulation Vlll is to reduce the amount of fine <br /> particulate matter (PM-10) entrained into the ambient air from man-made sources. The <br /> attached Synopsis highlights many of the requirements contained within Regulation Vlll. <br /> The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the <br /> field and office alike. tr <br /> Thank you for the opportunity to comment.
