San Joaquin Valley,
Unified Air Pollution Control District
i
November 18, 1994
NO,V 2 - 1994
Chandler Martin UNIM(;
San Joaquin County - '41I X UCvtLur_WLIQ
Community Development Department PLUNIM r)iV-40N
1810 East Hazelton Avenue
Stockton, Ca 95205
SUBJECT: A SITE APPROVAL APPLICATION FOR A LANDSCAPING SERVICE. (SA-
94-47)
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated nonattainment by the EPA and
the California Air Resources Board for the following pollutants, PM,o (fine particulate
matter) and 03 (ozone). The California Clean Air Act (AB2595), requires areas that are
designated nonattainment to reduce emissions 5% annually until standards are met.
A concerted effort should be made to reduce project emissions when construction
occurs, as outlined below:
The following rule has been adopted by the SJVUAPCD to reduce emissions
throughout the San Joaquin Valley, and will apply to your project:
s District Regulation VIII - Fugitive Dust Rules is a series of rules designed to
reduce PM10 emissions generated by human activity, including but not limited
to construction, road building, bulk materials storage and landfill operations.
The SJVUAPCD suggests that the project applicant take all feasible measures to
reduce the amount of dust (fine particulate matter-PM10) and ozone precursors
(Reactive Organic Gases (ROG), and Oxides of Nitrogen (NO2, NOJ that will result
from construction of this project.
David L.Crow
Executive Director,fir Pothition Corrtrol Officer
-Northern RegionCentral Region Southern Region
®' ,-:a::c•,=er..c.__ ,ace ..
