Landfill 2014 Expansion Project <br /> • As with the 2013 Landfill Expansion Project, the currently proposed Project would relo- <br /> cate 3,000 feet of the South Fork of South Littlejohns Creek (which currently traverses <br /> the landfill) to the southeastern boundaries of the site to provide additional separation of <br /> the creek from the landfill. The relocated creek would be 3,200 feet in length. <br /> The additional development of the disposal area would increase total landfill capacity by ap- <br /> proximately 8.0 million cubic yards beyond currently permitted levels,which would allow dis- <br /> posal at the landfill to continue until approximately 2031,rather than the 2013 Project's 2039 <br /> estimated closure date. Other site operations would remain as described in the 2013 FEIR. <br /> As noted above, the previous 2012 project included cannery waste processing in areas of site that <br /> L„ are not being used for disposal at the time. After the 2013 EIR was prepared,in February 2014, <br /> the Regional Water Quality Control Board issued new Waste Discharge Requirements (WDRs) <br /> R5-2014-0006 for the Forward Landfill that included, among other modifications,land applica- <br /> tion of cannery waste in the northern portion of the site (north of the North Branch of the South <br /> Fork of Littlejohns Creek),within the existing boundaries of the Forward Landfill. The 2014 <br /> Expansion Project does not change this. <br /> i <br /> These changes are described in detail in Chapter 2, Project Description. The complete 2014 Ex- <br /> pansion Project, including the components that are unchanged, is also summarized in that chap- <br /> ter. <br /> C. CEQA REQUIREMENTS FOR A SUPPLEMENTAL EIR <br /> This Supplemental EIR has been prepared in compliance with CEQA and the CEQA Guidelines, <br /> as amended. A Supplemental EIR, as defined in CEQA Guidelines Section 15163,is intended to <br /> evaluate changes to a project analyzed in a certified EIR,when those project changes could result <br /> in new or more substantial impacts—or require new or altered mitigation measures or project <br /> alternatives—beyond those already identified in the certified EIR. CEQA Guidelines Section <br /> 15162, referenced in Section 15163,lists the conditions requiring preparation of a Subsequent or <br /> Supplemental EIR: <br /> • Substantial changes are proposed in the project which will require major revisions of the <br /> previous EIR or negative declaration due to the involvement of new significant environ- <br /> mental effects or a substantial increase in the severity of previously identified significant <br /> effects; <br /> L <br /> • Substantial changes occur with respect to the circumstances under which the project is <br /> undertaken which will require major revisions of the previous EIR or negative declaration <br /> due to the involvement of new significant environmental effects or a substantial increase <br /> in the severity of previously identified significant effects;or <br /> • New information of substantial importance,which was not known and could not have <br /> UM been known with the exercise of reasonable diligence at the time the previous EIR was <br /> certified as complete or the negative declaration was adopted, shows any of the following: <br /> (A) The project will have one or more significant effects not discussed in the pre- <br /> vious EIR or negative declarations; <br /> L <br />
