Draft Supplemental Environmental Impact Report - Page I1-3
Forward Inc. Landfill 2014 Expansion Project
composting facility)to the north and realigning the South Branch of the South Fork
of Littlejohns Creek to the southern and eastern boundary of the site). This would
` increase total landfill capacity by approximately 8.0 million cubic yards beyond
currently permitted levels instead of the previously proposed 32 million-cubic-
yard expansion. All of the increase would be Class II landfill space, to allow the
expansion area to accept both Class II and Class III waste.
jr•, As with the 2013 Landfill Expansion Project, the currently proposed Project
would relocate 3,000 feet of the South Branch of the South Fork of Littlejohns
Creek(which currently traverses the landfill) to the southeastern boundaries of
the site to provide additional separation of the creek from the landfill. The
relocated creek would be 3,200 feet in length.
The additional development of the disposal area would increase total landfill capacity
6 by approximately 8.0 million cubic yards beyond currently permitted levels, which
would allow disposal at the landfill to continue until approximately 2031, rather than
the 2013 Project's 2039 estimated closure date. Other site operations would remain as
described in the 2013 FEIR.
As noted above, the previous 2012 project included cannery waste processing in areas of
site that are not being used for disposal at the time. After the 2013 EIR was prepared, in
February 2014, the Regional Water Quality Control Board issued new Waste Discharge
Requirements (WDRs) R5-2014-0006 for the Forward Landfill that included, among
other modifications, land application of cannery waste in the northern portion of the site
(north of the North Branch of the South Fork of Littlejohns Creek). The 2014 Expansion
Project does not change this.
C. ENVIRONMENTAL IMPACTS
L
Table S-1,below, summarizes the environmental impacts of the proposed project.
L
i
