Draft Supplemental Environmental Impact Report Page II-15 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> sources and increase <br /> emissions associated Mitigation Measure D.2b. (Same as 2013 EIR Mitigation Measure D.2b.):The <br /> with traffic-related trips. applicant shall enter into a Voluntary Emissions Reduction Agreement(VERA)with <br /> the SJVAPCD (to offset unmitigated mobile and fugitive emission impacts). The <br /> VERA shall cover increases in mobile and fugitive emissions (above the CEQA <br /> thresholds for NOx,PM10 and PM2.5) associated with the 8.0 mcy of new capacity. <br /> The VERA would not cover mobile emissions or fugitive emissions related to <br /> deliveries of waste to existing permitted landfill areas at rates(vehicles per day and <br /> daily and weekly tonnage limits) consistent with the current SWFP. <br /> With implementation of Mitigation Measures D.2a and D.2b, stationary sources <br /> would be mitigated (by D.2a) and project fugitive emissions and mobile emissions <br /> over the CEQA thresholds would be mitigated by the VERA. VERA's only apply to <br /> actual emissions,in this case it would be the actual emissions associated with the 8.0 <br /> mcy expansion area. <br /> D.3: Odor and Fugitive Mitigation Measure IV.D.3:To reduce the potential for any off-site odor impacts, Less than <br /> Dust Impact. the Odor Control Management Plan for Forward Landfill shall be modified to Significant <br /> include daily management odor inspections when cannery wastes are being <br /> processed. <br /> D.4. Project operations Mitigation Measure IV.D.4: Both the Flare and LFG engine options would require Less than <br /> would generate feasible mitigation measures to further reduce GHG emissions.
