Filling of waters of Mitigation Measure H.1. Prior to site grading the project sponsor shall obtain Less than <br /> the U.S. and waters of the permits under Sections 401 and 404 of the Clean Water Act and Section 1602 of the Significant <br /> State. California Fish and Game Code. These permits, administered by the RWQCB, <br /> USACE, and CDFG, respectively, would identify specific mitigation measures to be <br /> imposed on the project as permit conditions. A Wetland Mitigation and Monitoring <br /> Plan shall be prepared and submitted for agency review to ensure a "no net loss" of <br /> wildlife value or acreage of wetlands or riparian habitat. At a minimum, the Plan <br /> shall include the creation of four (4) acres of new wetlands and nine (9) acres of <br /> riparian plantings associated with the realigned creek channel, as presented in the <br /> conceptual design (Questa Engineering Corporation 2007) or as required by <br /> regulatory agencies. The Project Sponsor shall ensure that all mitigation areas, along <br /> with an appropriate upland buffer,be placed in a permanent conservation <br /> easement, or similar deed restriction, and preserved in perpetuity. <br /> The Wetland Mitigation and Monitoring Plan shall include the following details: <br /> • The location(s) of mitigation areas, including the types and extent of each habitat <br /> type to be created. <br /> • Mitigation for loss of existing wetlands shall be provided by the creation of 4 <br /> acres (3:1 mitigation ratio) of wetlands meeting the current federal definition, <br /> and 9 acres of riparian plantings (2:1 mitigation ratio). <br /> • All graded or filled areas within the habitat restoration area shall be seeded with <br /> appropriate mixes of native grass and forb species, developed by a qualified <br /> restoration ecologist. <br /> • Restored wetlands and riparian habitat shall have an equal or higher habitat <br /> value; <br /> • A water budget shall be prepared analyzing water demand for each mitigation <br /> Notc In this SEIR's Biology Chapter,these impacts and mitigation measures are numbered"F._"for document organizational purposes. <br /> l 1 . t_ l l 1 [ L 1 _ , ( l t t _ t I <br />
