r - lr_ U -- V r _ r _ i-- r t t r t _ f t f I f <br /> Draft Supplemental Environmental Impact Report Page II-29 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> habitat type and the ability oft e watershed to support the target habitats. <br /> • The stated goal of the mitigation effort shall be to establish self-sustaining native <br /> riparian vegetation that shall not require long-term irrigation or maintenance. <br /> • The mitigation site shall include the establishment of a vegetated upland buffer <br /> no less than 50 feet wide on all sides, where practicable. <br /> • Provide grading details, analysis of site hydrology and its ability to support the <br /> proposed riparian vegetation, location and quantities of all plant materials to be <br /> installed, native seed mixes to be used on all bare ground surfaces,monitoring <br /> procedures and schedules,identification of remedial measures, and performance <br /> criteria to be used by the agencies to assess success or failure of the mitigation <br /> effort. <br /> • Long-term monitoring of at least five years shall be funded by the project <br /> sponsors, subject to approval by the regulatory agencies. <br /> • Annual monitoring reports shall be submitted to each permitting agency. <br /> • A wetland delineation and habitat map shall be prepared during the final year of <br /> monitoring and included in the final annual report. <br /> • Subject to review and modification by the regulatory agencies, specified success <br /> standards shall call for, at a minimum, 80% survival of all container plantings <br /> and 75% total vegetative cover. <br /> H.2 Loss of Chinook Identified in This EIR: Less than <br /> salmon and steelhead. Significant <br /> Mitigation Measure H.2-1. To ensure that no aquatic vertebrates are stranded <br /> during abandonment of the existing South Branch of the South Fork of Littlejohn's <br /> Creek,the following measures shall be implemented: <br /> • Channel abandonment shall be restricted to the dry season(i.e.,between <br /> June 15 and October 15). <br /> • Channel abandonment shall occur only when the channel bottom has been <br /> dry for at least one week, that is, at least one week after the most recent <br /> release of water from Farmington Reservoir or any other sources. <br /> • Prior to initiation of any work within the abandoned channel(e.g., <br />
