+ Page 9$ <br /> ■ In 1996, the City completed an extensive report for the California Integrated Waste Management <br /> Board (CIWMB) entitled a Report of Disposal Site Information (RSDI). This was a requirement <br /> of the planned expansion.. This'implemented a 1994 EIR mitigation measure. <br /> ■ In 1996, leachate from the landfill was discovered along a part of the north face. An interceptor <br /> trench to capture the leachate was installed by November 1996. The leachate was collected in a <br /> 12,000-gallon storage tank and collected when near full for off-site treatment at a licensed <br /> Treatment and Disposal Facility._ <br /> ■ In 1996, a formal RWQCB Order was issued (Order No. 96-175) with specifications for the <br /> monitoring and reporting requirements in relation to the landfill. RWQCB Order 96-175 <br /> superceded Orders 90-122, 92-143 and 77-288 that governed the landfill's requirements to the <br /> Board in 1994. The Order was not issued in response to any non-compliance or dissatisfaction . <br /> regarding the monitoring or reporting,but was a standard administrative action. <br /> ■ In 1997, the California Administrative Code of Regulations was modified to consolidate Tide 14 <br /> and Title 23 into Title 27; this was an administrative improvement to consolidate the RWQCB <br /> f and CIWMB requirements for landfill, ensuring that reporting and submissions of data are not <br /> redundant.. <br /> . y <br /> ■ '-In 1998, a Wet Weather Operations Plan, along with an Erosion Control Plan, was completed by <br /> the City. This implemented a 1994 EIR mitigation measure. <br /> ■ In 1998, the CIWMB, mainly in response to the gas detections in the northeast part of the landfill, <br /> issued a formal SWM Order to the City. This includes entering into a compliance agreement with <br /> a schedule. r <br /> a :4 <br /> ■ By October 1998, in response to the higher than permissible gas detections reported in the <br /> -northeastern part of the landfill, and with the approval of the CIWMB, the City installed and <br /> F brought on line an additional 12 vapor extraction wells to the existing gas collection system. <br /> ■ In 1998,the RWQCB required that the City change their GTS discharge to be permitted through a , <br /> General NPDES permit(versus the individual NPDES storm water permit under Waste Discharge <br /> Order No..92-143). The stipulation of the location and frequently of monitoring and the specific <br /> analyses to be performed have not changed. v <br /> ■ In January, 1999 CMD Engineering prepared the "Austin Road Landfill Contaminant Plume <br /> Report".for the City of Stockton. This report was a requirement of the RWQCB order to better <br /> understand the dimensions and impacts of groundwater plume. <br /> - <br /> ■ In February 1999, CDM Engineering completed a Storm Water Pollution Prevention Plan <br /> (SWAPP)for Industrial Activities Storm Water General Permit No. 5S39SO14771 <br /> ■ In April 1999, CDM completed the "Groundwater Corrective Action Engineering Feasibility <br /> Study Report" to the City of Stockton.
