r <br /> 4 : Page 104 <br /> FIm acts and Mitigation <br /> This section reevaluates and updates the impacts described in the 1994 EIR,and identifies any.new <br /> impacts that may result from changes in setting g con dations,new regulations,or the project description. <br /> Standards of Sigro fica�rae <br /> The Proposed Project would have a significant impact with regard to hazardous materials if it would: <br /> ■ Create a potential public health hazard. <br /> ■ Involve the use, production or dis sal of materials ls which pose a hazard to people or animal or <br /> plant populations in the area affected. <br /> Impads Originally Identified is the 1994 EIR <br /> Impact K1: Uncontrolled erosion from soil stockpiles and landfill surfaces,or inadvertent d ertent spi1ls of <br /> refuse or other substances on-site,contaminate surface water. <br /> Since the 1994 EIR,the mitigations identified have been implemented for portions of th. <br /> a operating <br /> landfill. As described in the Setting section,a Wet Weather Operations Plan,along with an Erosion <br /> Control Plan,was completed by the City. In 1996,the City completed the Report of Disposal Site <br /> Information,which presented procedures for preventing spills as part of its standard operating plan. The <br /> 1999 analysis shows no change to the impact analyses or mitigation measure proposed due to the <br /> operation procedures being extended to the expanded landfill. No new regulatory issues have been , <br /> identified with regard to management of such erosion potential. As described in the 1994 EIR,this <br /> impact would be significant and mitigable with adoption of the following measure, <br /> Mitigation K1 1994 EIR): Structural controls shall be constructed to prevent spilled or tracked <br /> sediment from entering the stream channel,which shall be regularly cleaned of sediment and landfill <br /> refuse. Accumulated material will be properly disposed of in the landfill. <br /> Impact K.2: Groundwater contamination would result if the liner leachate collection system for the <br /> expansion fails. <br /> Operation procedures remain the same as described in the 1994 EIR,and there are no new regulatory <br /> requirements stipulating changes in the liner or leachate system design,operation or maintenance. In <br /> ? 1996,a Ieachate seep was discovered in the area of the north face of the landfill, An interceptor trench <br /> •r: collection gallery was installed,and the leachate was removed and stored in a 12,000-storage tank. In <br /> addition,the landfill initially attempted to dispose of the leachate to the City of Stockton wastewater <br /> f treatment plant(as described in the 1994 EIR);but the toxicity of the leachate was prohibitive. The City <br /> a ' of Stockton is currently under contract with Ramos Environmental to pick up the leachate and dispose of <br /> it off-site to a licensed Treatment and Disposal Facility. The new landfill operator would also be required <br /> to arrange for similar off-site disposal of project leachate. As described in the 1994 EIR,this impact <br /> -: would be significant and mitigable with adoption of the following measure. <br /> Mitigation K;2(1994 EIR): (a)Landfill design includes a separation of at least 25 feet between the liner <br /> A and groundwater;(b)the liner and leachate collection system for the expansion system have been <br /> designed to meet or exceed the regulatory requirements; (c)the project design includes a leak detection <br /> GR4SSETTI ENVIRONMENTAL CONSULTING <br />
