The City of Stockton proposes to sell the permitted landfill (including the expansion option and <br /> the pertIl.its already obtained) to a private firm. The proposed expansion prosect is the same as <br /> that analyzed in the certified 1994 FIR, VVIlen transferred t{} private u��nertihip, the landfill will <br /> revert to the jurisdiction of San Joaqui.rn County, and will require a County Use Pernvt, General <br /> Plan Amendment, and zone reclassification. h addition, the City of Stockton will amend its <br /> General Plan designation from institutional to Agricultural and will remove the Public Lands � <br /> District zoning from the site. The other required permits for the landfill expansion would <br /> .remain in effect. <br /> The County of San Joaquin (Community Development Department) is the Lead Agency for this <br /> project. The mitigation measures in tl)e Mitigation Moiiih}ring/Reporting Program (MMRP) r. <br /> referred to in this initial Study have been modified to reflect the change of jurisdiction from the <br /> City of StoCkto ll to the CoUJlty of Sas? Joaquin. <br /> 9. Surrounding land uses and setting: Briefly describe the ps•o.,ject's surroundi»gs: <br /> Adjacent land use,, r.nclude the Fc <br /> n�Nard l.nc. Landfill to the >,,uth, anricultural lands to the east <br /> and west, and juvenile and „"umel's prisons to the north, The Forward, Inc. Landfill is <br /> approximately 1,200 feet south of the Austin Road Landfill includes berth Class 11 and Class 111 <br /> landfill units. The closest residence,, are at 9621 and 9690 Austin Road,about 1,250 and 1,700 <br /> feet, respectively, to the southeast of the ex.istiizg landfill. The residence at 9621 Austin Road <br /> would be removed as part of the project. The residence at 9CI9i) Austin P.,,ad would be �,°ithin <br /> 500 feet of the proposed landfill. The Northern California Youth Center, a crimi.nal detention <br /> facility, is located 1,900 feet north of the Austin Road Landfill. With the proposed project, the <br /> borrow area would be approximately 300 feet irom the detention facility. The Stockton <br /> Metropolitan Airport is approximately, 7,700 feet \vest of the existing landfill. <br /> 10.
