Programs for dramatic diesel exhaust particulate reduction are being developed <br /> that v,tll change diesel emission characteristics within the next decade, <br /> 2. The landfill does not have a 70-year estimated life, <br /> 3. The landfill is not active 24 hours per day, <br /> 4. People do not live oil their front porches for their entire lifeti.nies. <br /> There is therefore a non-zero health risk associated \with diene€ exhaust particulate matter from <br /> on-site heavv equipment and from trucks visiting the site. The magnitude is small and not <br /> quantifiable based on existin- information. It is not believed to be significant based upon <br /> mandatory programs to reduce such emissions to the naaxi.naum extent feasible within the next <br /> ten nears. <br /> b. Less than Significant Impact: Rules of the SJVAPCD preclude issuing a permit for any <br /> sources that would cause clean air Standards to be violated, or tlatrse that would <br /> substantially exacerbate existing violations. Non-permitted (fugitive) sources of dust and <br /> odor will be mitigated by previously adopted mitigation measures. <br /> Potentially Si nificarat Ina iact: As described in the 1�14i-i FII:, the project would contribute <br /> C. g } <br /> to cumulatively significant and unraaitigable regitrnal air quality impacts. <br /> d. No Impact: No sensitive receptors would be exposed to substantial levels of pollutants <br /> with ambient air quality standards ('criteria pt}Jlutants"), or to toxic air contaminants for <br /> which there are no established safe exposures. <br /> e. Less than Significant Impact: Odor iaaapacts would be. kept to less than significant levels <br /> by incorporated measures to operate an effective LFG collection/disposal system and to <br /> conduct activities at the working tate of the landfill in such a +,vav as to nainianize "fresh <br /> trash" odor during; the initial dumping and covering process. <br /> IV. BIOLOGICAL RESOURCES <br /> a. Potentially Significant Impact: The proposed landfill expans.son could have a substantial <br /> adverse effect on sensitive species. This issue.is analyzed in the Supplemental E1R. <br /> b. Potentially Significant Impact: The proposed landfill expansion could have a substantial <br /> adverse effect on riparian habitat.
