b. No Impact: Perceptible vibration and groundborne noise from landfilling operations <br /> generally does not extend beyond 100 feet from the activity. There are no vibration-sensitive <br /> uses within 100 feet of such activity. <br /> c. Less than Significant impact with Mitigation Incorporation: Permanentincreases in arnbient <br /> noise were identified as significant in the FE1R. Routine noise monitoring is required at the <br /> nearest noise--sensitive uses. 1994 DEIR Mitigation Measure H.] requires modification of <br /> procedures or schedules at the landfill if excessive noise levels are documented. <br /> d. No c Impact: There are no temporary or periodic increases associated with the project. <br /> e. Less than Significant Impact: The proposed landfill expansion is within two miles of the <br /> } Stockton Metropolitan Airport runway. However, the project includes no on-site uses that are <br /> considered .noise-sensitive. Landfill workers operate heavy equipment with noise levels far in <br /> excess of any aircraft taking off or landing at Stockton Airport. <br /> f. No Impact: There are no private airstrips near-the proposed project site. <br /> X11. POPULATION AND HOUSING <br /> F, a. Less than Significant impact: The proposed project would not induce substantial population <br /> growth, although it would accommodate population growth i.n the Stockton area by expanding <br /> solid waste disposal capacity. However, disposal capacity is not a limiting factor for growth in <br /> the area, and provision of additional capacity would not be enough in itself to induce <br /> F', substantial population growth. <br /> } <br /> b. Less than Significant Impact: The proposed project would remove one existing single-family I <br /> dwelling. This would not be a siginiicant impact on the areas housing T supply. <br /> l� f ' _ j <br /> XIII. PUBLIC SERVICES j <br /> I <br /> F a. Less Than Significant Impact: The Austin Road Landfill is currently within the Stockton city <br /> limits and is served by the Citv of Stockton Fire Department. If the proposed project is J <br /> implemented, the landfill would revert to the jurisdiction of San Joaquin County and the <br /> F County would be responsible for fire protection. The all-volunteer Collegeville Fire District <br /> serves the project area and would-be responsible for fire protection at the privatized landfill. <br /> The Collegeville Fire District has expressed concern that the landfill could add to the District's <br /> 1 fire service calls and adversely affect its ability to provide service in the past, the landfill has <br /> had a low level of.fire service calls. It is not anticipated that continuation of operations at the <br /> landfill expansion would substantially affect the need for fire protection. Although the impacts <br /> before mitigation would be less than significant, Mitigation Measures C.3 (a), (b),and (c) of the <br /> $ Mitigation Monitoring/Reporting Program,would further reduce the level of adverse impacts. <br /> b.
