C)
Page 47 - -...
City of Stockton General Plan a
y
The project site is currently designated Institutional in the City of Stockton General Plan.
City of Stockton ZoningDesignadon H
}
The project site is currently zoned Public Lands District by the City of Stockton.
City of Stocidon Ha"bitaVOpen Space Conservation Fee w
fr On December 12, 1994,the Stockton City Council adopted an ordinance and two resolutions to establish
and administer a"Habitat/Open Space Conservation Fee"within the City. This action recognized the
effect of future development on agricultural land and wildlife habitat. The purpose of the fee,established
f at$750 per gross acre,is to offset the cumulative effects of future development on these resources by
r- establishing an agricultural land trust to acquire conservation easements for wildlife protection,while
assuring long-term preservation of agricultural lands and operations. This is consistent with the City of
Stockton General Plan and General Plan EIR,and implements policies and mitigation measures in the
General Plan and EIR that require consideration of an agricultural land trust.for long-term preservation of
f .
1 agricultural land and wildlife habitat.
Regulatoryand Monitoring Responsibility t
{
i Because the landfill is within the Ci of Stockton,
tythe City currently has local regulatory and monitoring
responsibilities for the landfill,which are fulfilled by the City Public Works Department/Solid Waste I
Division.-The Stockton City Council and Planning Commission have authority to approve project plans
and specifications;such as landfill expansions,within the city limits. The role of California Integrated
Waste Management Board's(CIWMB)Local Enforcement Agency.(LEA)is,currently fulfilled by the
MB itself. f
CIW _ .. -
f
County of San Joaquin
As discussed above,approximately 105 acres of the proposed expansiono'ect northern
Pi' J (the portion of
the CYA parcel)are within in the unincorporated County area,with the remainder of the existing landfill
and proposed expansion area within the city limits of the City of Stockton.
County of San Joaquin General Plan
" The San Joaquin County General Plan 20I0 designates the 83-acre Brocchini parcel A/G,Agriculture
(General)(see Figure A-1).
