b <br /> Analysis <br /> IBackaround <br /> E In 2008,the Public Works Department started the Plan update,which establishes the long-term vision for <br />! bicycle activity in San Joaquin County. As a general policy document, it is consistent with the San <br /> Joaquin County General Plan,the San Joaquin Council of Governments' Regional Transportation Plan, <br /> Regional Congestion Management Plan,the bicycle plans of the incorporated cities within the County, <br /> and policies that other agencies may apply to evaluate specific components of the Plan. The Plan is <br /> intended to serve as a guide to the development and enhancement of the bicycling environment and <br /> associated facilities in San Joaquin County. The Plan builds on past efforts, including the San Joaquin <br /> County 2002 Bikeway Master Plan, and provides tools for County staff to move forward with future <br /> development of bicycle facilities. <br /> The Plan comprises an interconnected bikeway network that includes multi-use bike-paths, bike lanes, <br /> and shared-use bicycle routes. The proposed bike routes were selected based upon the following <br /> criteria: <br /> 1. Maximize connections to communities <br /> 2. Capitalize on recreational opportunities <br /> 3. Take advantage of existing bicycling pa#ems <br /> 4. Public input <br /> 5. E)dsting roadway width and right-of-way <br /> The Plan provides the vision, strategies,and actions for the improvement of bicycling in San Joaquin <br /> County. It provides for an updated system of bike routes, bike lanes, and bike paths; Identifies necessary <br /> support facilities,such as bicycle parking; and recommends a variety of projects to allow for safe, efficient <br /> and convenient bicycle travel within San Joaquin County and connecting to regional designations. The <br /> Plan is a general description of proposed countywide improvements. Individual projects will be fully <br /> evaluated and designed as opportunities arise and funding becomes available. <br /> All bikeways will be designed in accordance with Caltrans standards for Class I (bike path), Class II <br /> (bicycle lane), and Class III (shared use bicycle route) standards. <br /> The Plan can be incorporated into the updated General Plan and the Bicycle Plan is consistent with the <br /> current General Plan Transportation Objective 1, (Volume 1, IV-9). <br /> Public Outreach <br /> The project Consultant and Public Works Department conducted several public outreach meetings during <br /> the development of the Plan. In all, there were four public meetings during the entire process. Two initial <br /> meetings were conducted to solicit public input prior to the start of the Plan development process <br /> (February a and 11th, 2009). Two more public meetings were conducted (June 29th and July 13th,2010) <br /> to seek public reaction to the draft version of the Plan. There was minimal public participation (10 to 20 <br /> people on average) in spite of our best outreach efforts. The Lockeford Municipal Advisory Council <br /> requested a special presentation of the Plan during August of 2010, and was well received. <br /> San Joaquin County San Joaquin County Bicycle Master Plan Update <br /> Department of Public Works Page 2 <br />
