• Draft Supplemental Environmental Impact Report Page III-31 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> Groundwater Monitoring <br /> The groundwater-monitoring system at the existing Forward Landfill is designed to detect the <br /> presence of contaminants in groundwater by analyzing groundwater chemistry at <br /> • point-of-compliance wells. The monitoring system consists of 20 Detection Monitoring Program <br /> (DMP)wells,nine Corrective Action Program (CAP)wells,and 19 Evaluation Monitoring Program <br /> (EMP)wells. The DMP wells are designed to detect a potential release from the landfill at <br /> point-of-compliance,while the CAP wells are used to evaluate changes in water quality and the <br /> • effectiveness of the current corrective action measures. The 19 EMP wells were constructed a part <br /> • of an on-going investigation. Figure IVY-1 of the 2013 EIR shows the location of the monitoring <br /> wells. Groundwater monitoring is described in detail in the Hydrology and Water Quality <br /> Chapter of the 2013 EIR. After the 2013 EIR was prepared,Forward received approval from the <br /> Department of Toxic Substances Control and Regional Water Quality Control Board to relocate <br /> • two monitoring wells and abandon one monitoring well,all located along the main access road in <br /> • an area that has been permitted to allow construction of a new waste management unit. <br /> Groundwater Control <br /> Two groundwater extraction wells with a combined design capacity of 305 gallons per minute <br /> (gpm)were originally installed to extract polluted groundwater at the Austin Unit. An additional <br /> two groundwater-extraction wells were installed in April 2009. A fifth groundwater extraction <br /> • well was not sufficiently deep for sustained pumping and is not currently in use. In addition, <br /> • eleven offsite wells have been constructed since 2009. VOCs are stripped from the extracted water <br /> and the treated water is discharged to a recharge basin north of the North Fork of South <br /> Littlejohn Creek,where it recharges the underlying aquifer. The groundwater treatment system <br /> and discharge are regulated by the RWQCB under WDRs. <br /> Air Quality Control <br /> Landfill Gas <br /> • The current landfill gas control system consists of a series of collection wells interconnected by <br /> above-ground laterals and a main header pipe connected to a flare station and electric generation <br /> plant. <br /> • Until 2012,there were two active landfill gas(LFG)collection and conveyance systems(GCCS)at <br /> • the Forward Landfill. One system consisted of 18 vertical extraction wells with three horizontal <br /> collectors and provided control for parts of the northern portion of the site (the former Austin <br /> Road Sanitary Landfill). Landfill gas from this 18-well system was conveyed to the formerly <br /> operating Covanta/Republic electric generation plant located at the northwest comer of the site <br /> • (see Existing Landfill Storage and Support Facilities, above). The Covanta/Republic plant is no <br /> • longer operational. The second GCCS encompassed the majority of the site, and consisted <br /> primarily of vertical gas wells, horizontal collectors and leachate collection risers.These two <br /> GCCSs have since been combined into a single system. Currently,there are 158 active wells on the <br /> • Austin Road side of the landfill and 31 on the Forward side. Landfill gas is collected through a <br />
