Landfill 2018 Expansion Project <br /> Year 2035 Cumulative Intersection Impacts <br /> Study intersections LOS for the Cumulative 2035 traffic conditions were evaluated in the 2018 <br /> • Traffic Impact Assessment with and without the Project to identify project impact for the <br /> • cumulative conditions scenario. The 2035 traffic volume forecasts for the study intersections <br /> were obtained from the traffic reports prepared for the Mariposa Lakes Development and the <br /> Tidewater Crossing Development,with results derived from the San Joaquin County Regional <br /> Traffic Model prepared by The San Joaquin County Association of Governments. <br /> Table IV.B-12 shows study intersections LOS for cumulative conditions along with a <br /> • comparison with existing and short-term conditions LOS. Figure IV.B-7 shows the anticipated <br /> traffic volumes for the 2035 traffic condition with the Project. As indicated, eight study <br /> intersections are projected to operate at unacceptable conditions without any improvements. <br /> However, a large number of roadway and signalization improvements are required as <br /> • mitigation or otherwise included in the other approved projects. These are summarized in the <br /> • 2018 TIA. Implementation of these improvements would reduce the significantly impacted <br /> intersections to the following four: <br /> • SR 99 SB On-off Ramps& E. French Camp Rd., (AM and PM peak hours) <br /> • SR 99 Urban Interchange& Arch Rd. (AM and PM peak hours) <br /> • SR 99 SB On-off Ramps &Mariposa Rd. (AM and PM peak hours) <br /> • SR 99 NB On-off Ramps &Mariposa Rd. (PM peak hour) <br /> The proposed Project would add traffic to the unacceptable levels of service at these <br /> intersections. Although the project's contributions would be small, based on County policy <br /> • they would be considered cumulatively considerable. The intersections were evaluated for <br /> • mitigation potential, however there is not adequate land available at the required locations to <br /> further improve these intersections. Therefore the Project's cumulative contribution would be <br /> considered a significant unavoidable impact. <br /> In addition, the Project would generate a significant cumulative contribution to a significant <br /> impact at the following intersection. <br /> Arch Rd. &Austin Rd (AM and PM peak hours) <br /> As shown on Table IV.13-12, implementation of Mitigation Measure B.7,below, would reduce <br /> this impact to a less-than-significant level. <br /> • Newcastle Road Access <br /> As described under Impact B.1, an alternate access to the landfill at Newcastle Road was <br /> considered in the 2013 EIR. That EIR found that, under year 2035 cumulative conditions with <br /> the use of Newcastle Road for landfill access, the intersections of Austin Road/Forward <br /> • Driveway and Arch/Newcastle Road would operate at acceptable levels of service, but the <br /> Austin/Arch Roads, SR 99/Arch Road, and SR 99/Mariposa Road SB Ramp intersections <br />
