Landfill 2018 Revised Project <br /> • <br /> • Senate Bill 32 <br /> i In September of 2016, Governor Brown signed Senate Bill (SB) 32 into law, which extended the <br /> i goals of AB32 and set a goal 2030 goal of reducing GHG emissions 40 percent below 1990 levels <br /> by 2030. With SB 32, the Legislature passed companion legislation AB 197, which provided <br /> i additional direction for developing the Scoping Plan. <br /> i In December of 2017, CARB adopted the second update to the Climate Change Scoping Plan, <br /> i the 2017 Scoping Plan. The 2017 Scoping Plan provides a framework for achieving the 2030 <br /> target. The 2017 Scoping Plan Update builds upon the successful framework established by the <br /> i initial Scoping Plan and the first update(the 2013 Update), while identifying new, <br /> i technologically feasible, and cost-effective strategies to ensure that California meets its GHG <br /> i reduction targets in a way that promotes and rewards innovation, continues to foster economic <br /> i growth, and delivers improvements to the environment and public health, including in <br /> disadvantaged communities. The 2017 Plan includes policies to require direct GHG reductions <br /> i at some of the State's largest stationary sources and mobile sources. These policies include the <br /> i use of lower GHG fuels, efficiency regulations, and the Cap-and-Trade Program, which <br /> i constraints and reduces emissions at covered sources. The 2017 Plan also noted that the <br /> Recycling and Waste Sector generates two percent of California's total GHG emissions. <br /> i San Joaquin County 2035 General Plan <br /> • An inventory of countywide GHG emissions (including the solid waste sector), projections, <br /> i reduction strategies and policies were reviewed in the San Joaquin County 2035 General Plan <br /> (Appendix A: General Plan Sustainability Policies and Programs). The GHG inventory found <br /> that the waste emissions sector(including managed landfill and controlled incineration GHG <br /> i emissions) generated approximately one percent of 2007 (41,067 metric tons of COze) <br /> • countywide emissions and was projected to generate approximately one percent of 2020 <br /> • emissions (47,343 metric tons of CQe). <br /> i The San Joaquin County 2035 General Plan identified the following policy related to GHG <br /> i emissions and landfills: <br /> i PHS-6.5: Diversion,Recycling, and Reuse. The County shall achieve a 75 percent <br /> • diversion of landfilled waste based on 1990 levels by 2020, and shall achieve a diversion <br /> rate of 90 percent by 2035. <br /> i The San Joaquin County 2035 General Plan Final EIR included the following mitigation measure <br /> i related to landfills: <br /> i IS-1.18: Landfill Capacity. The County shall analyze remaining landfill capacity and <br /> i continue to implement solid waste diversion programs in order to increase the rate of <br /> i diversion across all communities and increase the usable life of existing landfill disposal <br /> facilities. <br /> i <br /> i SJVAPCD Climate Change Action Plan <br /> i Recognizing the amount of regulatory guidance, the San Joaquin Valley Air Pollution Control <br /> i District's Governing Board adopted the Climate Change Action Plan (CCAP) in August 2008. <br /> i The CCAP directed the District's Air Pollution Control Officer to develop guidance to assist <br /> District staff,Valley businesses, land—use agencies, and other permitting agencies in addressing <br /> i GHG emissions as part of the CEQA process.
