Landfill 2018 Revised Project <br /> • <br /> ' Ambient monitoring station for at Hazelton Street,Stockton. • <br /> 0 California Ambient Air Quality Standards are not to be exceeded and National Ambient Air Quality Standards are not to be <br /> exceeded more than once per year. • <br /> 3 ppm=parts per million;pg/m3=micrograms per cubic meter. <br /> • <br /> A landfill gas to energy (LFGTE)plant operated in the northeast portion of the project site by • <br /> Ameresco. The LFGTE converts landfill gas, a waste byproduct of landfill operations, into a • <br /> useful energy source that would otherwise be flared to the atmosphere without any beneficial • <br /> reuse. The LFGTE produces approximately 4.2 MW of energy, enough to power approximately • <br /> 6,000 to 8,000 single family homes every day. <br /> Ameresco is planning an upgrade to the existing LFGTE facility to meet PG&E's Rule 21 <br /> pipeline quality requirements for renewable natural gas from landfills. The process would treat <br /> gas that is compressed to around 100 to 200 psig. The process would remove CO2, N2,02 and • <br /> other trace constituents to increase the quality of the landfill gas. It is currently anticipated that • <br /> the equipment required for this upgrade process would be located in the region of the former • <br /> Covanta LFGTE plant, which was located near the western property boundary just south of the • <br /> realigned north creek. The operational need for the LFGTE upgrade is independent of the <br /> proposed expansion. • <br /> • <br /> Potential Impacts and Mitigation Measures • <br /> Criteria of Significance • <br /> • <br /> According to Appendix G of the CEQA Guidelines a project may be deemed to have a • <br /> significant effect on the environment if it would: • <br /> • Conflict with or obstruct implementation of the applicable air quality plan(s); • <br /> • Violate any air quality standard or contribute substantially to an existing or projected air <br /> quality violation; <br /> • Result in a cumulatively considerable net increase of any criteria pollutant for which the • <br /> project region is non-attainment under an applicable federal or state ambient air quality • <br /> standard(including releasing emissions which exceed quantitative thresholds for ozone • <br /> precursors); • <br /> • Expose sensitive receptors to substantial pollutant concentrations; or • <br /> • Create objectionable odors affecting a substantial number of people. • <br /> Also, to address GHG emissions, a project may be deemed to have a significant effect on the • <br /> environment if it would: <br /> • Generate GHG emissions,either directly or indirectly, that may have a significant • <br /> impact on the environment; or <br /> • Conflict with an applicable plan, policy, or regulation adopted for the purpose of <br /> reducing the emissions of GHGs. • <br /> • <br /> • <br /> • <br /> • <br /> • <br />
