• <br /> Draft Supplemental Environmental Impact Report Page IV.17-26 • <br /> Forward Inc.Landfill 2018 Expansion Project <br /> • A substantial adverse effect on any riparian habitat or other sensitive natural community , <br /> identified in local or regional plans, policies, or regulations, or by the CDFW or USFWS; • <br /> • A substantial adverse effect on state or federally protected wetlands (including, but not • <br /> limited to,marsh, vernal pool, coastal, etc.)through direct removal, filling, hydrological • <br /> interruption, or other means; <br /> • Substantial interference with the movement of any native resident or migratory fish or <br /> wildlife species or with established native resident or migratory wildlife corridors, or <br /> impeding the use of native wildlife nursery sites; • <br /> • A conflict with any local policies or ordinances protecting biological resources, such as a tree <br /> preservation policy or ordinance; or • <br /> • A conflict with the provisions of an adopted Habitat Conservation Plan, Natural • <br /> Community Conservation Plan, or other approved local, regional, or state habitat • <br /> conservation plan. <br /> Impacts and Mitigation Measures <br /> For the purposes of this section, impacts and mitigation measures already required from past <br /> EIRs and project approvals are considered to be part of the proposed project, unless otherwise <br /> specified. Note that,for the purposes of document organization, impacts and mitigation <br /> measures below are labeled as "F_". These correspond to impacts and mitigation measures • <br /> "H_" in the Summary section, for consistency with the 2013 EIR. • <br /> Impact F.1. Filling of Waters of the U.S./Waters of the State. As part of the proposed project, <br /> the South Branch of the South Fork of Littlejohn's Creek would be relocated along the easter <br /> and southern boundary of the proposed expansion area. This would result in the filling of • <br /> approximately 3000 feet of creek channel supporting approximately 1.25 acres of wetlands and • <br /> open water habitat subject to the jurisdiction of the USACE, CDFW and RWQCB. This is a <br /> significant impact.During the last stages of landfill development, the proposed new main <br /> entrance road would cross the relocated creek channel. The creek crossing would be designed <br /> to span the creek, with all work avoiding areas under the jurisdiction of the USACE, CDFW, • <br /> and RWCQB. <br /> The surface water control plan for the existing Forward Landfill consists of an integrated system <br /> of bench ditches,perimeter channels, and storm water retention basins. The landfill is designed • <br /> so that surface water would run off via sheet flow until it is intercepted by a bench ditch. Bench • <br /> ditches subsequently drain toward downdrains, which discharge to perimeter channels. <br /> Finally, the perimeter channels drain to the sedimentation/detention basin. The proposed <br /> project includes the removal of existing bench ditches,sedimentation ponds, and leachate <br /> impoundments. These man-made features appear to have been constructed in upland habitats • <br /> and therefore are unlikely to be under USACE jurisdiction. However, some of these features • <br /> could fall under the jurisdiction of the CDFW and/or RWQCB. Closure and relocation of these <br /> features would be conducted in accordance with applicable regulations and as approved by the <br /> regulatory agencies. • <br />
