Mitigation J.1: An archaeological monitor and a Native American monitor shall <br /> • be retained to observe the excavation of the new creek channel along the southern <br /> border of the parcel in order to identify potentially buried resources. In the event <br /> that any of the archaeological site indicators described above are found, work <br /> should be halted within a zone established by the project archaeologist and Native <br /> S American monitor until a plan for the evaluation of the resource under CEQA <br /> • guidelines has been submitted to the appropriate permitting agency for approval. <br /> If any potential cultural resources are encountered during the creek relocation <br /> • excavation, the following measures shall be implemented: <br /> (a). If prehistoric archaeological resources are discovered during excavation and <br /> construction of the proposed project, the project sponsor along with a qualified <br /> archaeologist and Native American monitor shall suspend all work in the <br /> immediate vicinity of the find pending site investigation by a qualified <br /> archaeologist and a Native American monitor to assess the materials and <br /> determine their significance. If the qualified archaeologist and Native American <br /> • monitor determine that the find is an important archaeological resource, the <br /> • project sponsor shall provide funding and time to allow recovering an <br /> archaeological sample or to implement avoidance measures. Work could continue <br /> at other locations while archaeological mitigation takes place. <br /> (b) Evaluative testing, normally consisting of limited hand excavation to retrieve <br /> information and materials from the archaeological site, would be needed to <br /> • demonstrate the eligibility of the resource to be included on the California Register <br /> • of Historic Resources (CRHR). If eligibility is established, then a plan for <br /> mitigation of impacts to the resource should be submitted to the San Joaquin <br /> County Community Development Department for approval before any <br /> construction related earthmoving activities are allowed inside the zone designated <br /> • as archaeologically sensitive by the project archaeologist and Native American <br /> • monitor. The plan must result in the extraction of sufficient volumes of non- <br /> redundant archaeological data so as to address important regional research <br /> considerations, must be performed by qualified professionals, and must result in <br /> detailed technical reports. Mitigation can take the form of additional data retrieval <br /> • through hand excavation coupled with archaeological and Native American <br /> • monitoring of all soils from the archaeologically sensitive zone. Monitoring is <br /> aimed at identifying, recording and/or removing archaeological materials and <br /> information for analysis, and also serves to limit damage to human remains (non- <br /> destructive analysis), a typical component of both seasonal and year-round <br /> • villages in the valley. <br />
