Draft Supplemental Environmental Impact Report Page IV.H-1 • <br /> Forward Inc. Landfill 2018 Expansion Project • <br /> H. OTHER CEQA TOPICS <br /> Effects Found Not to Substantially Change From 2013 EIR <br /> A Notice of Preparation (NOP) was circulated for the Project beginning on May 15, 2018. • <br /> Written comments received on the NOP during the scoping period, which ended on June • <br /> 14, 2018, were considered in developing the scope and content of the environmental <br /> resources and topics to be studied in this Supplemental EIR. The environmental topics <br /> analyzed in Sections IV.A through IV.G represent those topics that generated potential <br /> controversy and expectation of adverse impacts beyond or different than those described • <br /> in the 2013 EIR. For the remaining topics, the proposed Project would not result in new <br /> significant impacts beyond those already identified in the 2013 EIR. <br /> The discussions for each of the environmental topics listed below identify any applicable • <br /> mitigation measures from the 2013 FIR, or any changes to those measures that would • <br /> reduce significant environmental effects of the Project. <br /> Soils and Geology <br /> The 2018 Expansion Project would reduce the area of fill slopes compared to the 2013 <br /> Project, slightly reducing the potential seismic, slope stability, and erosion impacts <br /> identified in the 2013 EIR. However, Impacts G.1 through G.3 also would apply to the • <br /> current Project,and no new or intensified impacts are anticipated. All measures identified . <br /> in the 2013 EIR as Proposed as Part of the Project would be included in the current Project. • <br /> Therefore impacts to soils and geology from the 2018 Expansion Project would continue <br /> to be less than significant. <br /> Public Services and Utilities <br /> The overall level of landfill activities, including construction equipment and vehicle <br /> operation (the primary sources of noise associated with the Project) would be similar to <br /> those considered in the 2013 EIR, but the duration of landfill activities would be <br /> substantially reduced due to the earlier closure date. Therefore, during the landfill life, <br /> Impacts 1.1 through I.5 of the 2013 Project on the County Sherriff's Office, California • <br /> Highway Patrol, Manteca-Lathrop Fire District, City of Stockton Regional Wastewater <br /> Control Facility,schools, parks,and other public facilities would be the same as described <br /> in the 2013 EIR. All measures identified in the 2013 EIR as Proposed as Part of the Project <br /> would be included in the current Project.Therefore impacts to public services and utilities • <br /> from the 2018 Expansion Project would continue to be less than significant. • <br /> D. Cultural Resources <br /> The currently proposed Project eliminates the potential for impacts to cultural resources <br /> on the Brocchini property. However, the 2018 Expansion Project still has the potential to <br /> affect unknown cultural resources in the area to the south of the current landfill footprint. • <br /> Impact J.1 from the 2013 FIR would continue to apply to the Project as currently proposed. <br /> In 2014, representatives of the Yokut tribe reviewed the previous Mitigation J.1 and <br />
