REVISED CONDITIONS OF APPROVAL <br /> PA-1800090 <br /> FORWARD INC. <br /> Revisions of Approved Actions Use Permit Application No. PA-1800090 was approved by the Planning <br /> Commission on November 16, 2023.The effective date of approval is November 26,2023.This approval <br /> will expire on November 26,2026,which is 36 months from the effective date of approval,unless(1) all <br /> Conditions of Approval have been complied with,(2)all necessary building permits have been issued <br /> and remain in force, and (3) all necessary permits from other agencies have been issued and remain <br /> in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified. and other ordinance requirements may <br /> apply. <br /> 1) COMMUNITY DEVELOPMENT DEPARTMENT(Contact: [209] 458-3160) <br /> a) IMPROVEMENT PLAN: Submit an"APPLICATION-IMPROVEMENT PLAN". The Site Plan required <br /> as a part of the Improvement Plan application must show drainage, driveway access details including <br /> gates, on-site parking, landscaping, signs, existing and proposed utility services,and grading (refer to <br /> the "SITE PLAN CHECK HST"for details). A fee is required for the Site Plan review. (Development <br /> Title Section 9-884) <br /> b) APPROVE=D USE: This approval is for the expansion of an existing landfill fau'tlitX. (Use Type: Major <br /> Impact Services) The proposed project�as-described in detail in Chapter III, Project Description of the <br /> Final Supplemental Environmental Impact Report (SCH#2008052024) April 2019, and <br /> includes the following below_ <br /> i) Allow the construction of landfill disposal cells and landfilling operations within those cells on <br /> an 8.7-acre parcel that lies in the northeast portion of-the site within the currently permitted <br /> landfill boundary_ Also allow the construction of 8.6 acres of landfill disposal area is proposed <br /> to be added in the south area by shifting the existing disposal footprint to the north and <br /> realigning the South Fork of South Little Johns Creek to the southern and eastern boundary of <br /> the site(see Figures III-C-4 and III-C-5 of FSEIR)_ <br /> ii) Increase total landfill capacity by approximately 8.12 million cubic yards (cy) beyond currently <br /> permitted levels (see Figure 111.0-6 of FSEIR). This would increase the remaining landfill <br /> capacity from approximately 15.7 million cy currently permitted to approximately 24 million cy. <br /> All of the increase would be Class II landfill space, to allow the expansion area to accept both <br /> Class ll and Class III waste. <br /> iii) Relocate approximately 3,000 feet of South Fork of South Little Johns Creek (which currently <br /> traverses the landfill)to the southeastern boundaries of the site to provide additional separation <br /> of the creek from the landfill. The relocated creek would be approximately 3,200 feet in length. <br /> iv) Add a bridge crossing on the east side of the South Fork of South Little Johns Creek as shown <br /> on Figures 111.0-5 and III.0-6 of the FSEIR. <br /> v) Add a bridge crossing on the east side of t_he North Fork of South Little Jahns Creek as shown <br /> on Figures 111.0-4, IILC-5, and III.C-6 of the FSEIR. <br /> c) PREVIOUSLY APPROVED CONDITIONS OF APPROVAL: All previously approved Conditions <br /> of Approval for Use Permit No. UP-00-0007 and PA-1000245 shall still apply. <br /> PA-1800090—Conditions of Approval 1 <br />
