All future building permits for projects located within a Special Flood Hazard Area at the time of permit <br /> issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, Chapter 9- <br /> 1605) and all requirements of the State of California{CCR Title 23)that are in force at the time of <br /> permit issuance. As an example, these requirements may include raising the finish floor elevation <br /> one foot above the expected flood level and/or using flood resistant materials. <br /> 3) ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: [2091 953 7698 [209] <br /> 468-3420) <br /> The following requirements have been identified as pertinent to.this project. Other requirements may <br /> also apply.These requirements cannot be modified_ <br /> a) Submit application to revise Solid Waste Facility Permit(SWIS 39-AA-0015) and Reports of Facility <br /> Information (RFI) 180 days prior to implementing propose changes. <br /> b) The Water Provision Declaration farm previously submitted indicates the site m2y meet the <br /> classification of a public water system; however, the facility should first contact the state's Division <br /> of Drinking Water, who can determine whether the SB1263 process applies. If a public water <br /> system is required, aRplivant shall submit a Small Public Water System preliminary technical report <br /> to the Callornla State Water Resources Control Board, Division of Drinking Water (Water Board) <br /> at least six months before initiating construction of any water related improvement,as defined.The <br /> issuance of a permit tooperate a small public waters stem by the local primacy agency EHD is <br /> arohibited without the concurrence of the Water Board. Please contact Brian Kidwell, P.E. with the <br /> SWRCB Division of Drinking Water at (2091948-3963 concerning the requirements for preliminary <br /> technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a <br /> permit application to overate Small Public Water System shall be submitted to the EHD for approval <br /> prior to issuance of building permits. To issue_ a permit to operate, concurrence from the Water <br /> Board is required. A yearly permit to operate a-public water system will be required by the EHD <br /> prior to sign off of the certificate of final occupancy(San Joaquin County Development Title, Section <br /> 9-602.010 and 9-601.030-)_ <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome and potable drinking water in accordance with San Joaquin Count <br /> Development Title, Sections 9-602.010 and 9-601.030 and C.G.R., Title 22, and Health and Safety <br /> Code, Section 116525 1 16570. - <br /> c) Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115-6). <br /> d) Before any hazardous materials/waste can be stored or used onsite, the ownerloperator must <br /> report the use or storage of these hazardous materials to the California Environmental Reporting <br /> System (CERS) at cers.calepa.ca.gov/and comply with the laws and regulations for the programs <br /> listed below (based on quantity of hazardous material in some cases). <br /> • Any amount but not limited to the following hazardous waste, hazardous material spills, used <br /> oil,used oil filters, used oil-contaminated absorbent/debris,waste antifreeze, used batteries or <br /> other universal waste, etc. — Hazardous Waste Program (Health &Safety Code (HSC) <br /> Sections 25404&25180 et sec_) <br /> • Onsite treatment of hazardous waste — Hazardous Waste Treatment Tiered Permitting <br /> Program(HSG Sections 25404 &25200 et sec. & California Code of Regulations (CCR),Title <br /> 22, Section 67450.1 et sec.) <br /> • Reportable quantities of hazardous materials-reportable quantities are 55 gallons or more of <br /> liquids,500 pounds for solids, or 2D0 cubic feet for compressed gases,with some exceptions. <br /> Carbon dioxide is a regulated substance and is required to be reported as a hazardous material <br /> PA-1800090—Conditions of Approval 36 <br />
