Draft Supplemental Environmental Impact Report Page IV.0-10 ' <br /> Forward Inc.Landfill 2018 Expansion Project <br /> Impact C.3. On-Site Landfill Equipment Noise Impacts (Revises 2013 EIR Impact C.3.) <br /> The 2013 EIR determined that noise from on-site landfill equipment would result in a potentially ' <br /> significant impact at the sensitive receptor closest to the northeast expansion area. As described in the <br /> 2013 EIR,refuse disposal equipment would not change measurably in terms of its equipment type, ' <br /> manner of operation or amount of equipment used and any possible operational equipment noise <br /> difference would be almost exclusively due to the changed location of the disposal equipment under <br /> the lateral expansion during the life of the landfill. The revised project would not include the ' <br /> previously proposed horizontal expansion of landfilling operations onto the adjoining 184-acre <br /> Brocchini property,therefore eliminating noise impacts that would occur from landfill equipment on <br /> that parcel. ' <br /> The revised project includes changes to the landfill footprint in the northeast and southeast of the site <br /> (see Chapter II, Project Description).These two areas would be the location of noise from new landfill ' <br /> equipment operations. A residence along Austin Road is approximately 1,300 feet south-southeast of <br /> the northeast expansion area. The County noise ordinance restricts the noise level at any noise- <br /> sensitive receiving property to an Lmax of 65 dBA between 10:00 p.m. and 7:00 a.m. and 70 dBA <br /> between 7:00 a.m. and 10:00 p.m. If the location of any outdoor activity area is unknown,the "default" <br /> analysis location is the property line of the receiving use. The operation of heavy equipment at the <br /> northeast expansion area could result in Lmax noise levels up to 67 dBA at the nearest residence,which ' <br /> would result in a potentially significant impact. <br /> Mitigation Measure C.3. (Same as 2013 EIR Mitigation Measure C.3.) ' <br /> The Landfill shall implement one of the following two options a to mitigate this potentially <br /> significant impact `� '�xs: ' <br /> (a)Heavy equipment operations shall not be conducted within 1,500 feet of any occupied residence <br /> after 10 p.m. and before 7 a.m.;or ' <br /> (b) Equipment operations within 1,500 feet of any residence after 10 p.m. or before 7 a.m. shall be fully <br /> shielded from the direct line of sight to the residence by an earthen berm whose crown elevation ' <br /> exceeds the elevation of the top of the exhaust stack. <br /> Significance After Mitigation: ' <br /> Implementation of one or both of these mitigation measures would reduce this impact to a less than <br /> significant level. <br /> Impact CA. Cumulative Traffic Noise Impacts (Revises 2013 EIR Impact C.4.) ' <br /> In the 2013 FEIR,traffic noise levels were modeled for two cumulative scenarios,including a near-term ' <br /> scenario that considers projects in the study area and the 2035 scenario,which is based on the findings <br /> of the study of the proposed Mariposa Lakes development. The cumulative noise analysis in the 2013 <br /> FEIR found that the near-term and 2035 noise level increases attributed to increased traffic from other ' <br /> planned development and the increased project truck traffic would exceed the significance criteria along <br /> roadway segments on Austin Road,Arch Road and French Camp Road west of Austin Road. <br />
