Landfill 2018 Expansion Project <br /> in slightly decreased levels of traffic noise impacts compared to those described in the 2013 EIR(due to <br /> ' refinements in modeling and truck-size assumptions). In addition,traffic noise impacts would occur <br /> for a shorter duration because the revised landfill closure date is 2036 instead of 2039. <br /> ' The 2018 modeled noise levels along the five roadway segments are presented in Table IV.0-4. The <br /> ambient conditions along all these road segments currently exceed 67 dBA, and the increases of 2.6 to <br /> 3.9 dBA that would be attributable to the project(at maximum permitted daily trips)would be <br /> considered significant along all segments except French Camp Road west of Austin Road. Therefore, <br /> impacts associated with project-generated traffic noise increases would be significant. <br /> The following measure was proposed as part of the project: <br /> • As recommended mitigation in the 2000 EIR and implemented by the applicant,the landowner <br /> or tenant at 9690 Austin Road shall be provided with the option of requesting a sound wall or <br /> ' noise barrier to reduce noise exposure both in the front yard and within the home. Additional <br /> noise monitoring and measures will be undertaken to demonstrate compliance with <br /> Development Title Section 9-1025.9 Transportation Noise Sources in the event noise complaints <br /> are received. <br /> This measure would reduce noise at the applicable house but would not mitigate noise impacts to other <br /> residences. Therefore, this impact would remain significant and unavoidable. <br /> ' It should be noted that sound barriers are not feasible in the semi-rural areas that would be affected by <br /> truck traffic increases,because the barriers would be far removed from the activity areas of sensitive <br /> ' receptors and the sound barriers would generally be an unnatural barrier not only to noise but also to <br /> distant views now possible in these areas. <br /> Mitigation Measure C.2. (Revises Same as 2013 EIR Mitigation Measure C.2.) <br /> (a)To reduce truck traffic noise impacts, the landfill operator shall annually notify truck drives with a <br /> flyer that encourages drivers to maintain a steady speed on surface roads leading to the landfill. <br /> ' Drivers shall be instructed to eliminate unnecessary noise by staying within the speed limit and <br /> travelling at a steady speed,especially for trips during the morning peak hours. <br /> (b) For sections of Austin Road north of the landfill to Arch Road and south of the landfill to French <br /> ' Camp Road and Arch Road immediately west of Austin Road, residences within 100 feet of the <br /> centerline of Austin Road shall be provided with the option of requesting funds for installation of a <br /> sound barrier and/or additional insulation <br /> ' Significance After Mitigation: <br /> Mitigation Measure C.2 could reduce the impact of increased truck noise but nat to a level that would <br /> be less than significant, if residences request funding and implement the soundproofing measures. <br /> Other than Mitigation Measure C.2,no additional mitigations are available for this impact other than <br /> reducing project operations(Project Alternative 6). Reducing project operations would be a substantial <br /> ' change to the proposed project and therefore is addressed as a component of Alternative 2B (Reduced <br /> Size/Reduced Daily Operations Alternative) in Chapter V of the 2013 EIR. <br /> Because the soundproofing is by request and may not be implemented by all residences that qualify, <br /> T -this impact is considered significant and unavoidable. <br />
