Draft Supplemental Environmental Impact Report Page IV.G-2 <br /> Forward Inc. Landfill 2018 Expansion Project <br /> National Polluant Discharge Elimination System.Part of the Clean Water Act provides for the <br /> National Pollutant Discharge Elimination System (NPDES), in which discharges into navigable <br /> waters are prohibited except in compliance with specified requirements and authorizations. <br /> Under this system,municipal and industrial facilities are required to obtain a NPDES permit <br /> ' that specifies allowable limits,based on available wastewater treatment technologies, for <br /> pollutant levels in their effluent. In California, the EPA has delegated the implementation of this <br /> program to the WRCB and geographically designated RWQCB.The Forward Landfill currently <br /> has waste discharge requirements (WDRs),which serve as a NPDES permit. This permit allows <br /> for the discharge of the treated groundwater from their groundwater extraction and treatment <br /> system that is overseen by the Central Valley RWQCB.Additional information about the treated <br /> ' groundwater and its reuse at Forward Landfill is discussed in subsections below. <br /> Stormwater discharges are regulated somewhat differently. Stormwater runoff from <br /> ' construction areas of one acre or greater requires either an individual permit or coverage under <br /> the statewide Industrial General Permit(IGP). <br /> Federal Emergency Management Agency (FEMA) <br /> FEMA is an agency of the United States government that provides a single point of <br /> ' accountability for all federal emergency preparedness and mitigation and response activities. <br /> On March 1,2003, FEMA became part of the U.S. Department of Homeland Security.The <br /> primary mission of FEMA is to reduce the loss of life and property and protect the nation from <br /> ' all hazards, including natural disasters, acts of terrorism, and other man-made disasters,by <br /> leading and supporting a risk-based comprehensive emergency management system of <br /> preparedness, protection,response,recovery, and mitigation. <br /> ' FEMA's National Flood Insurance Program(NFIP) is intended to encourage State and local <br /> governments to adopt responsible floodplain management programs and flood measures. As <br /> part of the program,the NFIP defines floodplain and floodway boundaries that are shown on <br /> Flood Insurance Rate Maps(FIRMs). <br /> State and Regional Agencies and Regulations <br /> ' The WRCB and the RWQCB's share the responsibility under the Porter-Cologne Act to <br /> formulate and adopt water policies and plans and to adopt and implement measures to fulfill <br /> ' the Clean Water Act requirements. In the project site vicinity,the Regional Water Quality Control <br /> Plan for the Central Valley Region 5A (Central Valley RWQCB,2016)serves to protect water <br /> quality consistent with identified beneficial uses(see below) at Forward Landfill.The Porter- <br /> Cologne Act requires Reports of Waste Discharges to be filed before the RWQCB,issues <br /> authorizations for waste discharge.The RWQCB then prescribes waste discharge requirements, <br /> which serve as NPDES permits under a provision of the Porter-Cologne Act.The Basin Plan, the <br /> Enclosed Bays, and Estuaries Plan(Water Board Basin Plan,2016 Revision), and the general <br /> NPDES permit(discussed above)regulate discharges. AB 162, signed into California law in <br /> October 2007, requires cities and counties to address flood-related matters in the land use, <br /> ' conservation,safety, and housing elements of their general plans. <br />
