1 <br /> Draft Supplemental Environmental Impact Report Page IV.G-3 ' <br /> Forward Inc.Landfill 2018 Expansion Project <br /> California Water Resources Control Board <br /> As previously stated,the WRCB administers water rights,water pollution control, and water ' <br /> quality functions statewide.The WRCB also provides policy guidance and budgetary authority <br /> to the nine RWQCBs that includes the Central Valley Region 5,which conduct planning, ' <br /> permitting, and enforcement activities.The WRCB and the RWQCB's share the responsibility <br /> under the Porter-Cologne Act to formulate and adopt water policies and plans and to adopt and <br /> implement measures to fulfill the Clean Water Act requirements. In the project site vicinity,the ' <br /> Regional Water Quality Control Plan for the Central Valley Region 5E serves to protect water quality <br /> consistent with identified beneficial uses.State policy for water quality control in California is <br /> directed toward achieving the highest water quality consistent with maximum benefit to the ' <br /> people of the state.Therefore, all water resources must be protected from pollution and <br /> nuisance that may occur from waste discharges.Beneficial uses of surface waters, groundwater, <br /> marshes, and mud flats serve as a basis for establishing water quality standards and discharge ' <br /> prohibitions to attain this goal. <br /> One point-source control strategy of the State is the requirement for new development to use ' <br /> site-specific best management practices(BMP) and to follow a Stormwater Pollution Prevention <br /> Plan(SWPPP) for construction areas greater than one acre.The SWPPP program measures are <br /> intended to prevent or minimize the potential release of toxic or hazardous pollutants in ' <br /> significant amounts to discharge waters. A BMP program is required to include information of <br /> potential releases and management of solid and hazardous waste.A SWPPP program is <br /> designed to monitor primary collection areas of stormwater and depending on the site use and ' <br /> overall area, analytical testing of stormwater discharge may be required. <br /> California Regional Water Quality Control Board,Central Valley Region ' <br /> The Central Valley (Region 5) RWQCB, lee4ea :n c.,,...,.nente, is responsible for the oversight <br /> of the currently proposed landfill expansion and the agency reviewing the Forward Landfill <br /> application that might affect water quality (such as the expansion of waste cells that might <br /> generate leachate or re-routing of the South Branch of South Littlejohns Creek), or otherwise <br /> make changes to existing monitoring programs (such as abandoning and replacing monitoring <br /> wells).The current RWQCB Order for Forward Landfill is the February 2014 Waste Discharge ' <br /> Requirements (WDRs)R5-2014-0006,which included, among other modifications,the lowering <br /> of base grades to the regulatory limit of 5-ft above the historical high groundwater level and the <br /> land application of cannery waste in the northern portion of the site(north of the northern ' <br /> creek). Municipal Separate Storm Sewer(MS4)Permit and the regulations contained in the <br /> Industrial General Storm Water Permit Order No.2014-0057-DWQ also may apply. Additional <br /> regulatory oversight that could relate to groundwater resources may come from the California ' <br /> Department of Toxic Substances Control(DTSC),the San Joaquin County Public Health <br /> Services(SJCPHS), or the California Integrated Waste Management Board (CIWMB). <br /> The RWQCB is now structured to promote a watershed-based approach toward ' <br /> implementation of programs,with particular emphasis on integration of programs within <br /> county watershed management areas.The RWQCB issued WDRs for both the Austin Road <br /> Landfill and the Forward Landfill.The current Central Valley RWQCB WDR Order No.R5- <br /> 2014-0006 and R5-2003-0080(Monitoring and Reporting Program and Groundwater Treatment <br /> I <br />
