Landfill 2018 Expansion Project <br /> System, NPDES No. CA0082911) cover the operation of the Forward Landfill(combined <br /> Forward and former Austin Road Landfills)and Discharge of Treated Groundwater(former <br /> Austin Road Landfill), respectively. <br /> ' The RWQCB provides oversight for the protection of surface water and groundwater resources <br /> that could be compromised by the landfill operations over time by requiring (as part of the <br /> WDRs) the monitoring, sampling, analyses, and reporting of surface water and groundwater. <br /> ' The RWQCB has reviewed or is currently in the process of reviewing the various reports and <br /> communication related to the Forward expansion. Conditional approval has been given for of <br /> the monitoring well destructions. The RWQCB has issued requests for addressing water quality <br /> ' violations based on monitoring results.All proposed changes to landfill operations and <br /> monitoring that affect groundwater or surface water such as,modifying the groundwater <br /> treatment system, changes to the landfill gas collection system, surface water(South Littlejohns <br /> Creek) modification as proposed for the South Branch of South Littlejohns Creek, definition of <br /> groundwater volatile organic compound (VOC)impacts, and new monitoring locations to <br /> replace existing wells proposed to be removed during project implementation, are reviewed by <br /> ' the RWQCB.With or without the proposed project, the RWQCB will continue to regulate the <br /> Forward Landfill.This oversight continues after the landfill is closed for a minimum post- <br /> closure period of 30 years. <br /> ' San Joaquin County <br /> ' The San Joaquin County General Plan has no specific groundwater protection element,but a <br /> number of policies in Public Health and Safety element of the General Plan describe the need <br /> for protection of water quality. In addition, as described above,the San Joaquin County Public <br /> ' Health Services (SJCPHS)has additional regulatory oversight that could relate to groundwater <br /> resources <br /> Landfill Special Waste Program Controls <br /> ' Special treatment programs that are ongoing at Forward Landfill include ash disposal, sludge <br /> solidification, co-generation plant, asbestos disposal, treated wood waste, groundwater <br /> ' treatment, and landfill gas management. These program elements are summarized in the <br /> Project Description. All such programs have required controls,testing, procedures and <br /> protocols that are reviewed and approved by the regulators. <br /> Regional Surface Hydrology <br /> Topography and Geography <br /> The terrain at the landfill and surrounding vicinity consists of a relatively featureless plain.Both <br /> the North and South Branches of South Littlejohns Creek traverse the site,generally flowing <br /> from the east to the west,however the North Branch has been relocated north of the landfill <br /> footprint and a new future north-south creek crossing is proposed on this Branch. The South <br /> Branch of South Littlejohns Creek is proposed to be re-routed as part of the Project. Original <br /> ground surface elevations range from 30 to 40 feet above mean sea level(amsl).
